This site is located in the R-2 zone (UDC 4.7.9). A duplex is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards R-2: 4.9.7.B.6, .8 & .9 Comment 1: Five or more units on a single site is considered multifamily and triggers commercial development standards. Zoning acknowledges the proposed development includes 2 units per parcel; however, UDC 11.4.20 defines site as 'the land area consisting of a portion of a lot, an entire lot, or contiguous lots, not including dedicated public property, designated for development as a single entity'. As the proposal includes shared access, and pedestrian circulation, the four parcels appear to be functioning as a single site and require a development package. Either submit a Development Package that complies with Administrative Manual 2-06 or demonstrate each site is limited to no more than four units each. Comment 2: Please include landscaping details on the site plan upon next submission. Per UDC Chapter 7.6.8., all new middle housing projects require the following landscaping: One canopy tree is required for every 1,000 SF of gross floor area. For this duplex, 2,156 SF for both units, three trees would be required. Fifty percent of the required trees should be placed in the front yard setback. Vegetative groundcover is required within the front yard setback per the calculation: (X Linear feet of Street Frontage) - (Y Curb cut width) x (5 Foot Depth) = Z Square Feet of vegetative groundcover. Irregular-shaped lots, including flag lots, should use the street frontage parallel to their parcel Plants must be low to very low water use with a hardiness rating of 15 degrees Fahrenheit or lower and non-invasive.
