SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code and 2024 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet Zoning and other departmental requirements, conditions, and concerns before permit approval.

1. The City of Tucson adopted the 2024 IRC with amendments on 1/1/2026. Show the current code reference on the plans.

2. Provide a clear construction plan set showing solid (non-diminished definition) lines, and legible text. R106.1.1

3. Clearly mark and delineate where the proposed residence will be for this permit.

4. Clearly mark utilities going to proposed residence.

5. Clearly mark and delineate nearby structures. Proposed residence may not meet fire separation distance to nearby structure.

6. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.

This site is located within the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. The site plan shown on Sheet A-1 is not legible when zooming in to read details. Please resubmit a more legible site plan.
2. The plan submittal is incomplete and missing all but the Site Plan sheet according to the Drawing Sheet Index on the Site Plan.
3. Site Zoning needs a table showing the dimensions and square footage of each structure whether they are to be removed or remain.
4. Please add the owner’s names to the site plan.
5. Recalculate the lot coverage. Lot coverage does not include porches nor walkways but does include enclosed structures and vehicle use areas including carports. Per Unified Development Code (UDC) 6.4.3.B.3.b., vehicle use areas are measured within the outside edges of any area allocated to vehicle use, whether improved or unimproved.
6. Several structures show up on the site plan that are to be demolished per site plan notes. In the event any of these structures are more than 50 years in age, per UDC 3.12.1, historic documentation of the structure/s is/are required. To submit an application to start the Historic Review process please submit the completed documentation under the permit number via your TDC online account. 7. All structures that show up on the site plan that are to be demolished will require a demolition permit per UDC 9-02-2.02.2.
8. The site plan shown on Sheet A-1 does not accurately depict existing structures in relation to their size and distances from each other when viewing MapTucson imagery https://maps2.tucsonaz.gov/Html5Viewer/?viewer=maptucson Please ensure all structures are to scale and show the distances between each other and their respective property lines.
9. Per Ordinance 12219, pertaining to Unified Development Code (Middle Housing) Article 7.6.10.A requires that landscape for all new single family residential, middle housing development, and accessory dwelling units as of January 2026. While a formal landscape plan is not required, the proposed landscaping and related items can be included in a residential site plan.
All plant material used for landscaping must be selected (and drought-tolerant) from the adopted plant list located in Section 5-02.5.0 of the Technical Standards Manual found at https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-11367 This code section also contains plant and tree maintenance. In many instances, existing trees and shrubs may be used to satisfy the requirements (see ‘h.’ within the following information). Another plant list resource listed in the Technical Standards Manual 02.5.1.B is the ADWR Low Water Use/Drought Tolerant Plant List, which is to be used within the Tucson Active Management Area (TAMA) by the ADWR and can be found at https://www.azwater.gov/sites/default/files/media/5MPTucsonLWUPL_Final.pdf

10. Below are some, but not all, of the basic landscape requirements:
The size of the plant material specified may be a minimum of 5-gallon container size and be of a type that will maintain an opaque screen year-round.
One canopy tree per every 1,000 sq. ft. of gross floor area (15-gallon container size, minimum) of the development project. For the purposes of this permit, rounding up, 3 canopy trees will be required because the proposed development Gross Floor Area is 2,442 sq. ft.
Vegetative groundcover is required within the front yard setback per the following calculation L (X linear feet of Street Frontage)- (Y Curb cut width) x (5 Foot Depth) = Z Square Feet of vegetative groundcover.
All disturbed, grubbed, graded, or bladed areas not otherwise improved must be landscaped, re-seeded with native seed mix or treated with a layer of inorganic or organic ground cover to help reduce dust pollution. Note: Existing trees and shrubs not on the adopted plan list may be incorporated within a landscaped area if their locations do not conflict with the plan location standards.
Landscape trees and shrubs shall not be placed in El Paso Gas Easements or under overhead power lines.
Trees shall also be placed a minimum of 5 feet from the back of the sidewalk or curb.
Trees shall be placed a minimum of 10 feet away from the center of the tree trunk to any enclosed structure.
Trees must be planted in a six-to nine-inch depressed planting area of at least 50 sq. ft. (four ft. radius) and at least 10 ft. away from a building foundation.
Existing, established trees on the property at least 4 inches trunk diameter at trunk height, shall count towards this requirement (but only if they are 10’ away from a foundation) and are not required to have the depressed planting area.
A minimum of 5-% of the required canopy trees must be located within the front yard setback area.

Because a new dwelling unit is being added, please be aware that impact fees will be assessed.

01/30/2026 TW New Development Review Fast REQUIRES RESUBMIT Based on what’s shown on that site plan, Tucson Water can’t verify the water meter size because the plan doesn’t include a plumbing fixture count / demand information for:

the existing residence, and

the proposed residence / proposed improvements

In addition, please provide a plumbing plan / fixture schedule identifying the total number of plumbing fixtures for both the existing residence and the proposed residence. Also identify any irrigation system connections and the number of irrigation zones/connections, if applicable. This information is required for Tucson Water to verify water demand and confirm the appropriate meter size.
