Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-FBB-1225-00147 – Residential Building – Mobile home replacement 219 W PLATA ST Unit 36 TUCSON, AZ 85705 (C-2 Zoning) Site Plan Review – 1st Review TRANSMITTAL DATE: December 12, 2025 1. COMMENT: The existing mobile home park is not permitted in the C-2 zone. The property was developed in Pima County before annexation in 1959 and can be considered legal nonconforming. Although the property was developed in compliance with the zoning regulations in effect prior to 1956, certain site criteria, such as, but not limited to, parking, loading, landscaping, screening, and setbacks, may be nonconforming for the purposes of current zoning regulations. Any code amendment establishes the property as legal nonconforming as it relates to the specific changes. The Unified Development Code Article 9.3.1.A Nonconforming Structure Reconstruction states: “Any nonconforming structure or groups of nonconforming structures damaged by natural causes, such as, but not limited to, fire, flood, and lightning, may be reconstructed and used as before with the following limitations. a. Permits to reconstruct the structure must be issued within 12 months of the occurrence. b. The reconstruction of the structure may not exceed the original footprint or square footage as it existed at the time of the occurrence.” This permit acknowledges it is a replacement permit. Zoning could not locate a demolition permit for the previous structure that is being replaced. Clarify the history and if needed, a separate demolition permit can be applied for to resolve the history for Unit 36. Provide the dimensions of the previously existing structure the proposed 12’-0” wide x 56’-0” long mobile home is replacing. 2. COMMENT: Provide an overall site plan and/or aerial image and communicate which spot the mobile home will reside within the overall park. 3. COMMENT: Provide specifications-cutsheets of the mobile so as to communicate its make and model and dimensions (length x width x height). 4. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other the PDSD reviewer comments. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: 1. Corrected building permit 2. Provide a detailed response letter with your submittal that clearly shows how you have addressed all Zoning comments. 3.
