Site Engineering Comments:
1. The proposed new metal shipping container for this commercial property requires the submission of a Development Package. Per UDC Article 3.3.3.G.2.c, a site plan (Development Package) is required for the following types of development: Existing development undergoing a change of use, building structure additions, and/or a reconfiguration of an area outside a building. A Development Package (DP) meeting the requirements of the Checklist for Minor Changes to Commercial/Industrial Sites is required to be submitted and approved. The DP is a separate submittal from the building plans. 2. Site Engineering is unable to review and approve permit TC-FBB-1125-00128 until the associated Development Package and floodplain use permit is reviewed and approved by all reviewers.

12/29/2025 Site Zoning - Standard REQUIRES RESUBMIT 1. COMMENT: This lodge is classified as a "Civic Use Group - Membership Organization" within the Unified Development Code (UDC).

UDC Table 4.8-2 indicates that "Membership Organizations" are a not a permitted use within the R-2 zone. This current lodge is considered a "nonconforming use" governed by UDC Article 9.

UDC Article 9.2.2. (Expansion of Nonconforming Use) indicates that expansions of nonconforming uses are only permitted within five years of the date the use became nonconforming. As such, the use is not eligible for expansion and the storage container cannot be permitted on this site.
