Floodplain Use Permit
The site is within the City of Tucson regulatory floodplain (Christmas Wash) and is subject to the City’s floodplain regulations. A Floodplain Use (FPU) permit will be initiated and processed administratively to confirm the development complies with those standards.

Compliance options
To comply with the floodplain regulatory limits, choose one of the following:
Option A: Elevate the structures
• Construct the concrete slab and anchor both shipping containers so the finished floor elevation (FFE) is at or above the Regulatory Flood Elevation of 2448.5' (NAVD 88).
• After installation, a registered land surveyor must provide an Elevation Certificate verifying the FFE. The certificate must be submitted to and approved by the City before final inspection.
Option B: Flood-vent the containers
• Each shipping container must be anchored to the ground and flood vented.
• Each container must have at least two openings, each on a different side.
• The total net open area of all openings must be at least 1 square inch per 1 square foot of enclosed floor area of that container.
• Alternatively, a registered civil engineer may design the openings and certify the wet-floodproofing.

Note: Any additional development in the floodplain, including fences, walls, or other accessory structures, requires a separate FPU permit.

Please determine which option will be best for your scope of work. Then revise your plans including elevation notes, tie downs and/or vent locations.

Submit your response letter and updated plan set as two separate files.

Storage Containers (1st Review)

TRANSMITTAL DATE: 10/09/2026
This site is located within the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9.
The City's Unified Development Code (Section 1.4.1.C) establishes that before the City issues any approvals or permits, that we confirm that a site complies with UDC standards. As such, as part of permit reviews, we review a site's permit history and compare it to aerial Pictometry to confirm that unpermitted work has not occurred. Unfortunately, in many cases, this does mean that a homeowner must apply for permits for unpermitted work before we can approve any new work on that site
RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.
1. Please add the following to the site plan:
a. Scale
b. North arrow
c. Distances between structures
d. Dimensions for each container including height
a. Project scope
Please note that the Basic site plan requirements may be found at the following link: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Site-Plan-Examples
2. Staff find no solar permits for the garage and residence. Pima County was issuing permits for a while during the Covid-19 pandemic. According to aerial Pictometry, these were installed sometime after 2021. Please provide approval documentation for the solar panels.

3. For the next submittal, please include the following:
a. Revised site plan.
b. Approval of the solar panels
c. Comment Response Letter addressing all staff comments.
4. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
If you have any questions about this transmittal, please contact Roxanne Johnston at roxanne.johnston@tucsonaz.gov
