| 09/24/2024 | Site Engineering | REQUIRES RESUBMIT | This project is within a regulated floodplain and requires a Floodplain Use Permit (FUP.) TE-FPU-0624-00179, an FUP submission for this property, was received on 05/09/2024; however the applicant was requested to resubmit the application. Please see the below comments with regard to that submission. Chris Arrington chris.arrington@tucsonaz.gov "We received the floodplain use permit submittal for the shipping container you're proposing on 3336 E SENECA ST. For this structure to be compliant with the floodplain code, the finished floor elevation of the shipping container will need to be a foot above the base flood elevation or the shipping container will need to be flood vented. The first option is to elevate the structure above the floodplain. The base flood elevation in this area is 2442.45 feet above sea level, so the shipping container's floor will have to be at or above 2443.45 feet. The ground in this area is around 2442 feet above sea level so there will need to be around two feet of fill under the foundation. The second option is to flood vent the structure. Flood vents are essentially grates that are installed in the wall of a structure to allow flood water in and out of the structure to minimize the risk of the building collapsing in case of a flood. There need to be at least 2 vents, with vents on at least 2 different sides of the exterior walls. The bottom of the vents must be not higher than 1 foot above adjacent grade, the top must be below the Base Flood Elevation (BFE). If you use non-engineered flood vents (I.E, air vents), the net open area (essentially the area of the vent minus any grates or screens, so the area where water can flow through) must be 1 square inch per square foot of enclosure space. If you use engineered flood vents, the net certified flood opening area must match the area of the enclosure. The net certified flood opening area should be in the product description of any engineered flood vent. If the building is flood vented, it does not need to be elevated above the BFE. More specific requirements for flood venting can be found here: https://www.fema.gov/sites/default/files/2020-07/fema_tb1_openings_foundation_walls_walls_of_enclosures_031320.pdfIn addition to the elevation or flood venting, all utilities (electrical components, HVAC, water heaters, etc.) in the building must be raised above the regulatory flood elevation. This will need to be certified on an elevation certificate that is stamped by a surveyor. Mike Ortiz michael.ortiz@tucsonaz.gov" |
