Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-FBB-0425-00063 – Residential Building – Replace a Manufactured Home within a mobile home park 2424 S COTTONWOOD LN Unit 132 TUCSON, AZ 85713 (MH-1 Zoning) Site Plan Review – 1st Review TRANSMITTAL DATE: March 17, 2026 This site is in the MH-1 Residence Zone (UDC 4.7.10). Manufactured housing is a permitted use in this zone (Table 4.8-2). Plan review for the above referenced manufactured housing has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. 1. COMMENT: Manufactured Housing Definition: Per UDC Article 11.3.7.A.2 “A multi-sectional mobile home dwelling manufactured after June 15, 1976, to standards established by the U.S. Department of Housing and Urban Development that has external dimensions of at least 24 feet by 40 feet and is installed on a permanent foundation. A manufactured housing unit is considered equivalent to a single-family dwelling. To be considered a manufactured housing unit under this UDC, a wall must be installed continuously, except for ventilation and access, along the entire perimeter of the unit between the unit and the ground to give it the appearance of a site -built house. The wall must be of masonry construction or similar material. The tongue, axles, transporting lights, and towing apparatus must be removed before occupancy.” A. Provide a floor plan that demonstrates the structure meets the 24’-0” x 40’-0” minimum dimensions. B. Provide documentation of the height of the structure (model specification cutsheet typically communicates this). C. Provide any documentation that the ‘model specification’ proves that it meets June 15, 1976, manufacture date. 2. COMMENT: Provide the following Manufactured Housing requirements notes on the plot plan: A. Per UDC Section 4.9.7.B.6.a: It is placed on an excavated and backfilled foundation (ground set). If the home is located in a floodplain, the bottom of the lowest floor joist shall be a minimum of one foot above the 100-year/base flood elevation, and the foundation of the home shall be placed on the fill; B. Per UDC Section 4.9.7.B.6.b: No more than eight inches of perimeter skirting wall shall be visible from the street frontage of the property. The perimeter skirting wall shall match the exterior color of the home; C. Per UDC Section 4.9.7.B.6.c: The exterior siding materials shall be either hardboard, vinyl, or stucco; D. Per UDC Section 4.9.7.B.6.d: Concrete or masonry steps shall be provided for the entry on the street side of the dwelling; E. Per UDC Section 4.9.7.B.6.e: All entry doors on the street side of the dwelling shall be inward-swinging doors; F. Per UDC Section 4.9.7.B.6.f: The roofing style and materials shall be either flat roof (Pueblo), steel rib roof, or shingle or tile roof with a 3:12 roof pitch or greater. All pitched roofs, except those that are disguised by a parapet, shall have a minimum six-inch eave on all sides of the dwelling. Any deviation from the afore-mentioned standards will require a Board of Adjustment for Variance.
