Site Engineering Comments:
1. The proposed shipping container to the existing commercial/Multifamily site will require the submission of a Development Package Site plan UDC 7.4.3.E as this constitutes as site work. In accordance with Unified Development Code (UDC) Article 3.3.3.G.2.c, a site plan (Development Package Permit) is required for the following types of development: Existing development undergoing a change of use, building structure additions, and/or a reconfiguration of an area outside a building. A Development Package (DP) meeting the requirements of the Checklist for Minor Changes to Commercial/Industrial Sites is required to be submitted and approved. The DP is a separate submittal from the building plans. a. Note, as the container is proposed with the Navajo FEMA AE Floodplain, the development package (Site Plan) submission will require the submission of a drainage statement sealed by a registered Civil Engineer. The drainage document must demonstrate no adverse impacts caused by the placement of the container. The encroachment analysis will need to show that the container do not create an adverse impact to surrounding properties or affect drainage up or down stream, including assessment of velocities, depths, erosive capacity, direction of flow, and increased scour conditions, etc. Keep in mind adjacent properties are Pre-FIRM and may not have elevated pads.
b. If it appears the project creates adverse impacts, then it will not be allowed as proposed.
2. Site Engineering is unable to review and approve permit TC-FBB-0226-00014 until the associated Development Package is reviewed and approved by all reviewers.
3. For resubmission of the FBB permit, provide the approved site plan to show clearly where the container will be located
4. This project lies within a FEMA AE Floodplain associated with the Navajo Wash and will require the submission of a floodplain use permit with elevation certificate. The FPU permit is a separate permit that can be submitted within the sub-records tab of this building permit on TDC online.
a. Due to the floodplain, it will be required that the Conex container be flood vented and affixed to the ground. Due to the flood venting requirement, the floodplain use permit process will include elevation certificate to verify the construction and placement of the flood vents.
b. For the container, flood venting will be required according to Tucson Code PART II Chapter 26, Section 26-11.2.(8). For resubmission of the building permit and submission for the flood plain use permit, have the flood vents delineated on the construction plans along with a detail showing the dimensions of the vents as well as height of vents above grade.
c. A minimum of two openings will be required for the container. The vents will have a total net area of not less than one square inch for every square foot of enclosed area. Openings may be equipped with screens, louvers, valves, or other coverings or devices if they permit the automatic entry and exit of floodwater.
