The buildings finish floor elevation(s) [2018 IPC Sec. 714]. c. On-site private water line(s), including domestic, fire, and irrigation, from the building to the public utility meter(s), including any required backflow prevention [2018 IPC Sec. 608]. d. On-site private sewer line(s) from the building to the public sewer, including the rim height of the upstream manhole in the private and public sewer lines [2018 IBC Sec. 714]. 2. Please clarify on the site plan if the private site utilities are part of this permit or are under a separate permit. {An approved development plan does not constitute a building permit to build private site utilities; on-site private utilities need to be submitted as part of this permit or under a separate permit.} ARCHITECTURAL COMMENTS General 1. Please indicate that the fire alarm system [2018 IBC Sec. 907], swimming pool & spa, and site retaining walls are to be provided as part of this project and is to be submitted as a separate permit (not a deferred submittal). 2. Please remove the automatic fire sprinkler system, swimming pool & spa, and site retaining walls from the deferred submittal list as these are to be submitted as a separate permit. 3. Please note on the cover of the drawings that the elevator shop drawings, ATS threaded rod system, and rammed aggregate piers will be provided as a deferred submittal. [Ref. IBC 2018 Sec. 107.3.4.1] 4. The plans indicate that an entry canopy will be provided. Please either provide the documents now or list on this sheet as a deferred submittal and include the following notes: PER IBC Section 107.3.4 <Name of Registrant>, the registered design professional in charge shall be responsible for reviewing and coordinating submittal documents prepared by others, including phased and deferred submittal items, for compatibility with the design of the building. Please revise the construction documents to clearly identify and coordinate all required shafts for plumbing and duct penetrations, including shaft locations, fire-resistance ratings, and continuity, and coordinate with the plumbing and mechanical riser diagrams. Shaft construction and penetration protection shall comply with the 2018 IBC and IPC, including IBC Sections 713 and 717, and IPC Section 312.10, as applicable. 10. Sheet A1.54 Building 1 Elevator Plans & Sections, which is listed in the sheet index, was not included with this submittal. Please provide with the next submittal. Review cannot be completed without this information. 11. The plans do not appear to provide standby power for the elevator. To be considered part of an accessible means of egress the elevator must have standby power. Please coordinate and revise accordingly. [Ref. IBC 2018 Sec. 1009.4.1] Sheet T1.03 1. Add details with dimensions for the Type A showers to provide and show compliance with the applicable requirements of ICC A117.1 Sections 1003.11.2.5.2 and 608 for the required clear floor space, grab bars, seat, grab bars, threshold, controls and hand shower. Sheet A1.11 1. The ground floor of this structure is indicated as being Type I-A construction. There are multiple P-5 wall type indicators on the west side of the building which references a detail for a 1-hr wood stud wall. Type I-A construction consists of noncombustible materials only except as permitted in Section 603. Please revise. [Ref. IBC 2018 Sec. 602.2] 2. Please provide wall type indicators and details for all primary structural frame elements indicating methods and listed rated assemblies to achieve the required 3-hour fire resistance. If prescriptive fire resistance is being used, please be sure to include table and item number used for compliance. [Ref. IBC 2018 Sec. 601] 3. The post spacing indicated on this sheet for the shade canopy in the parking garage exceeds the maximum allowable spacing referenced in the isometric drawing on Sheet A0.8. Please revise. 4. Please provide a barrier at all stairways where the headroom is less than 80”. [Ref. IBC 2018 Sec. 1003.3.1] 5. The north and west walls of the fitness room appear to exceed the maximum allowable unprotected opening allowances of 25% and 15% respectively. Please revise. [Ref. IBC 2018 Sec. 705.8] 6. Per IBC Section 1109.5.1, no fewer than two drinking fountains shall be required. One drinking fountain shall comply with the requirements for people who use a wheelchair and one drinking fountain shall comply with the requirements. Please provide and provide details in the drawing set for both drinking fountains to show compliance with the applicable requirements of 2009 ICC A117.1 Section 602 (Including required clear floor space, knee and toe clearance). Please be aware that drinking fountains must also comply with the requirements of 2009 ICC A117.1 Section 307 protruding objects. 7. Provide and show on the plans the accessible routes from the accessible parking to the elevator, and from E 14th street to Lobby 1100. Provide dimensioned details of all ramps, required landings, guards, handrails and ramps that are part of the accessible route. Include specifying all slopes (there is a 2.2 percent slope specified in an area between an accessible parking space and the lobby entrance that is not compliant with an accessible route) . Details to show and provide compliance with the applicable sections of ICC A117.1. 8. There appears to be a ramp in the parking garage adjacent to the elevator. Please clarify if this is a ramp and provide the following: a) Provide a landing at the bottom of the ramp that is not within the vehicular way (the current design has the landing located right in the path of vehicles). b) Provide and specify on the plans required guards, handrails, and edge protection. c) Provide dimensions and slopes of the ramp and landings in the drawings. Sheet A1.12 1. A portion of the Stair 2 floor plan appears to be cut off. Please revise. Sheet A1.41 1. The mechanical room adjacent to the elevator must be enclosed by fire barriers and shall have the same fire resistance rating as the elevator shaft. [Ref. IBC 2018 Sec. 3005.4] 2. There are multiple wall indicators on this sheet that reference wood stud framing wall assemblies for the lobby and fitness area. The I-A type of construction for the first floor does not permit combustible construction. Please revise. [Ref. IBC 2018 Sec. 602.2] 3. The wall type indicators on this sheet refer to a wall type that includes a 2-hour fire resistance rating in the wall schedule. All walls on the ground floor are required to meet a 3-hour fire resistance rating for I-A construction. Please revise. [Ref. IBC 2018 Sec. 601] 4. The bathroom walls are missing a wall type indicator. Please provide. 5. Please provide a finish schedule for the enlarged lobby and gym plan. Sheet A1.51 1. All three stairways appear to be too narrow. The floor plan indicates the handrail but does not include the middle guard. The 3’8” measurement does not include the guard which would make the width of the stair shorth of the required 44” minimum. Please clarify and revise. [Ref. IBC 2018 Sec. 1011.2] 2. Provide and show on the plans the required door maneuvering clearances at both sides of the doors at the stair enclosures per the requirements of ICC A117.1 Section 404.2.3 (Sheets A1.51 and A1.52). Sheet A1.61 1. Please indicate all doors serving corridors as being fire-rated 20 minutes and self-closing. [Ref. IBC 2018 Sec. 716.2.2.3] 2. For the Doors, add in the drawings dimensioned details for the thresholds. Details to provide and show compliance with ICC A117.1 Section 303. Sheet A1.72 1. Please coordinate with the mechanical plans and indicate all furred ceiling locations that will be used to accommodate the mechanical equipment in each unit. Sheets U1.1 thru U1.12 1. For this Type B Dwelling Unit on this sheet, please address the following: a) Provide and show on the plan the maneuvering clearances at the primary entrance door per the requirements of 2009 ICC A117.1 Sections 1004.5.1 and 404.2.3. b) Provide and show on the plans the clear floor space at the kitchen sink required by ICC A117.1 Section 1004.12.2.1. If a forward approach is being specified, provide in the plans a section detail of the kitchen sink to show how it meets the requirements of ICC A117.1 Section 1003.12.4.1, including the height, width, faucets, clear floor space, and required toe and knee clearance. c) Provide a section of the Bath lavatory to show and provide compliance with ICC A117.1 Sections 1004.11.3.2.1, including the height, width, faucets, clear floor space, and required toe and knee clearance. There are multiple wall assemblies on this sheet that indicate a fire rating with no listed assembly. If prescriptive fire-resistance is to be used for these assemblies, please provide the table and item number that specifies the desired design. [Ref. IBC 2018 Sec. 721] 2. Please include the wood structural panel referenced in the structural drawings and specify if the panels will be applied directly to the framing members or on top of the gypsum board. [Ref. UL 263 #6] 3. The construction documents do not clearly indicate compliance with the parapet requirements of Section 705.11.1 of the 2018 International Building Code. Please provide a detailed parapet section detail clarifying the following: a. Parapet height above the roof surface and its relationship to the required fire-resistance rating of the exterior wall. b. Continuity of the parapet along required fire separation distances. c. Fire-resistance rating of the parapet, including materials and assembly. d. Continuity of fire-resistance protection at roof-to-wall intersections. 1. There are multiple detail callouts on this sheet indicating a Sheet “D1.0#”. this sheet is not provided or this is a misspelling. Please revise. Sheet D1.07 1. IBC Section 1023.9 specifies a floor-level sign in visual characters, raised characters and braille complying with ICC A117.1 shall be located at each floor level landing adjacent to the door leading from the interior exit stairway into the corridor to identify the floor level. Please provide details with dimensions of the required signs. Details to provide and specify compliance with ICC A117.1 Sections 703.2, 703.2 and 703.4. Specify in the plans the locations of the required signs. 2. IBC Section 1013.4 specifies that a sign stating EXIT in visual characters, raised characters and braille complying with ICC A117.1 shall be provided adjacent to each door to an area of refuge, providing direct access to an exit stairway and the exit discharge. Please provide details with dimensions of the required sign. Specify in the plans the locations of the required signs. Sheet D1.08 1. Please provide a listed 2-hour rated through penetration firestop assembly for the duct and pipe penetrations at the elevator shaft. [Ref. IBC 2018 Sec. 714.4.1.2] Sheet D1.09 1. Detail 17 (Exterior Wall at Ceiling) lacks sufficient callouts and annotations to verify code compliance. Please revise the drawings to provide complete detail callouts clarifying materials, assemblies, and rated continuity, and demonstrate compliance with the 2018 IBC, including Section 705.11.1. STRUCTURAL COMMENTS General 1. Provide the geotechnical report referenced in the structural plans and calculations (Project No. 22-116 by Pattison Engineering, LLC. Dated 10/7/2022). 2. Reviewing the structural calculations we could not find any “calculations” performed for the foundation design that tie to the key plan provided on Page 135. For example, the key plan shows numerous locations where an F3 footing is required, however we could not find the calculations for the F3 Footing. The same can be said for any of the footings. Sheet S1.08 1. The shear wall schedule on this sheet indicates the sheathing thickness as 3/8”. Please coordinate with the architectural and specify all shear walls located in fire resistance rated wall assemblies with a minimum sheathing thickness of 7/16”. [Ref. ANSI/U.L. 263 Ch. 5 Sec. 6] MECHANICAL COMMENTS General 1. Please add the fire dampers and combination fire/smoke dampers to the mechanical schedule. Essentially, the fire damper rating and actuation must be in compliance with IMC Section 607.3 and subsequent sections of 607.3. Please provide information on the plans which demonstrate compliance with the code and ensures the proper fire dampers (i.e., 1.5 hour rated damper, etc.) are installed at the correct locations. 2. The mechanical plans indicate “Not For Construction”. Please provide final mechanical plans for construction. 3. Multiple locations on the plans indicate exhaust and dryer ducts penetrating rated floor and roof assemblies. In accordance with Section 717.6 of the 2018 IBC, ducts penetrating fire-resistance–rated floor or roof assemblies are required to be enclosed within a rated shaft unless an exception applies. Please revise the plans to indicate shaft construction and rating, or clearly identify the applicable code exception and provide supporting details. 4. Please clarify how the refrigerant piping from the condensing units on the roof will be routed to each of the indoor units (i.e., refrigerant piping enclosure, IMC 1107.3.). Demonstrate on the plans how the refrigerant piping will be installed through the fire-resistant-rated assemblies. Please address IMC Section 1107.2, 1107.2.1 and 1107.2.2, 1107.4 and IMC Section 302.2. Review and provide details on the plans as applicable. Sheet M1.12 1. Courts more than 2 stories in height shall be provided with a horizontal air intake at the bottom not less than 10 square feet in area and leading to the exterior of the building. Please provide an air intake on the 2nd floor court. [Ref. IBC 2018 Sec. 1205.3.2] Sheet M1.16 1. Duct penetrations of the 2-hour rated elevator shaft fire barrier are required to be protected with approved fire and smoke dampers in accordance with Sections 717.5.2 and 717.5.3 of the 2018 IBC. The machine room adjacent to the elevator shaft on this sheet does not indicate independent ventilation or air conditioning system. Please provide. [Ref. The fitness room drinking fountain needs GFCI protection as required by NEC 2017 Art. 422.5. 2. The room where the elevator disconnect and the elevator cab light disconnect are shown does not comply with NEC 2017 Art. 620.51(C) or NEC 2017 Art. 620.53. Please clarify. 3. The elevator machine room as shown, where the elevator disconnects are located, does not comply with NEC 2017 Art. 620.23. Please clarify. Sheet E1.50 1. The circuit breaker in space 13 of panel L1 states it is 200 Amp single pole. Please clarify. Sheet E1.51 1. The meter bank schedule states the meter banks are 65k/10k series rated but the apartment panels state they are 22k AIC rated. Clarify if this is a listed 65k/10k/22k series rated system. Provide compliance with NEC 2017 Art. 240.86. 2. Add a note to the feeders for panel EV and panel L1 that states “these tap conductors must be run outside the building or be limited to 25 feet in total length per NEC 2017 Art. 240.21”. 3. The grounded conductor, grounding electrode, and main bonding jumper location as shown does not comply with NEC 2017 Art. 250.24(B) & (C). 4. The HPO will schedule meetings with both the Armory Park Historic Zone Advisory Board (APHZAB) and the Tucson-Pima County Historical Commission Plans Review Subcommittee (PRS) to review the submittal and provide recommendations.
