08/11/2023 | Commercial Building | REQUIRES RESUBMIT | Please have an Arizona Licensed Registrant Architect conduct a Building Code/Zoning Code Analysis, have him/her seal/sign/date the drawing set. Assuming that you are able to resolve the zoning issues with the Zoning Department, ensure that you process the Request for Zoning Authority Clearance & submit your revised drawings along with a detailed response letter, which states how all Building Review Section comments were addressed. NOTE: R-3 maximum allowable is 5 clients & R-4 maximum allowable is 10 clients (Indicate the Occupancy Classification, the number of clients on your drawings as well as indicate whether it is Child Day Care, Child/Adult Day Care, Assisted Living, Residential Care, Group Home, Behavioral Health, etc. Include a statement as part of your code analysis as to how the facility handles any persons receiving custodial care who require limited verbal or physical assistance responding to an emergency situation to complete building evacuation and self preservation. Specify Condition 1 or Condition 2 per IBC 310 (this will determine the type of fire sprinkler system the fire department will require). NOTE: Submit a complete Egress Plan. 1.) On the Site Plan show/indicate the Accessible route from drop off location to the accessible entry door complying to IBC 106 & ANSI A117. In an Emergency, show/locate the gathering area where it is safe from danger per IBC 310.5. 2.) Indicate the clear opening of the doors complying to ANSI A117. 3.) Indicate the clear width of hallways. 4.) Show/locate the side & back grab bars at the Water Closet as well as at the Shower, make sure to indicate the installation of Structural Backer Board for these grab bars per IBC Chapter 11. 5.) Provide Emergency Escape & Rescue Openings per R310 at every bedroom/sleeping space. On the drawing adjacent to the opening(s), indicate the clear opening for both horizontally and vertically and provide the dimension from the finish floor to the bottom of the opening. Indicate if there are obstacles on either side of the opening. 6.) Fire Sprinkler is required per IBC 420 and processed as a separate permit. Submit the drawings to Tucson Fire Department for review and approval. They will conduct fire inspection, the inspection approval document will be required before issuing the Certificate of Occupancy. 7.) A fire alarm is required [IBC 907], If they exist...indicate them on your drawing. If not...please propose to install them. Illumination with emergency backup power is required in all components of the means of egress system [IBC 1008]. Please locate those equipments on your plan (to be inspected by Tucson Fire Department). Electrical work (conductors/wiring/breaker ONLY) related to the installation of Emergency Lights, Lighted Signs, Fire/Audible/Smoke Alarms will be inspected by City of Tucson inspectors, show on your plans so that our inspectors will know what wiring/breaker to inspect and shall also be reviewed as part of this permit. Any new renovation work must be included as part of this building permit. 8.) A Final inspection will be conducted by our inspectors prior to issuance of the Certificate of Occupancy. 9.) An Operator's License must be applied for with the State, the absence of this license shall void this building permit. 10.) Submit a draft copy of the State License application confirming the exact use title for the certificate of occupancy document. 11.) This site is located in the R-1 zone (UDC 4.7.1). Shelter Care is not a permitted use in this zone (Table 4.8-2). 1. 1. Following discussions with the PDSD Zoning Administrator and based on the definition of Physical and Behavioral Health Service, a Residential Care Service providing lodging, meals, treatment, counseling, and supervision to persons with behavioral disorders or developmental disabilities or to physically disabled individuals not related to the owner/manager of the facility. Typical uses include group homes for the developmentally disabled, group homes for the seriously mentally ill, specialized treatment homes, group foster homes, and recovery homes for substance abusers. This category does not include facilities used for penal or correctional purposes or for adjudicated delinquents other than status offenders, your proposed use would be considered a Shelter Care use which is not allowed in the R-1 zone.
