Below are comments on the second authorized repair submittal for COT ID# 439 at 2601 East Grant Road (TC-COM-1122-00169)

1. In added boxed note in lower left of plan sheet, fill in the two missing dates.

2. After 1st boxed note under Scope of Work for West Face, insert missing standard boxed note “No parts, or components are to be removed, installed, replaced, or reinstalled, except as indicated”.

3. In 6th boxed note below Scope of Work for West Face, reinsert the first sentence from the first submittal that is missing in the second, clouding with deltas “1” and “2”, so the whole note reads: “Only native earth removed from the I-beam hole to be used to backfill replacement I-beam hole. No flowable fill is to be used as backfill”.

4. After 6th boxed note below Scope of Work for West Face, reinsert the following boxed note that was included in the first submittal, but missing in the second submittal, clouding with deltas “1” and “2”: “Finished height shall be same as original height”.

5. After the boxed note reinserted per Comment #4 above, insert a blank cloud with deltas “1” & “2” to account for the deleted boxed note from the first submittal that was consolidated with the 2nd boxed note.

6. In 7th boxed note below Scope of Work for West Face, revise language as follows: delete “and d)” and insert “d) disassembly and reassembly of the head structure, and e)“; after “confirm that the south offset beam”, insert “and two tapered uprights”; and after “remained on site”, insert “and were not replaced” (note that these revisions are an alternative to addressing Comment #2 on the first submittal)

7. Add boxed note “Per Exhibit 9, Subsection 2(a) of the Stipulation no further replacement of the supporting I-beams shall be permitted after completion of the south I-beam replacement under this permit” (the 3/7/23 Engineer’s Response Letter indicates that the note was added in response to Comment #9 on the first submittal, but the note does not appear on the second submittal plan sheet).

8. In added 5th & 12th paragraphs of Scope of Work to Replace Damaged I-Beam, specify the other billboard parts(s) that the ½” bolts attach the end catwalk to.

9. In Scope of Work to Replace Damaged I-Beam, add two paragraphs at appropriate locations addressing the removal, current storage location, and any reinstallation of the horizontal brace that had been attached to the west faces of the two horizontal offset beams, including brace dimensions and number and type of fasteners, as per Comment #20 on the first submittal (refer to the part as an “angle brace”, as is shown in Poster Panel Side View, and note that the added 4th & 13th paragraphs appear to refer to a separate end catwalk brace and not to the angle brace shown in Poster Panel Side View).

10. In 5th paragraph of Scope of Work for East Face, add language clarifying that screws attaching Z-clips to wood stringers are not existing and none are to be installed or otherwise as may be the case, per Comment #23 on the first submittal (the 3/7/23 Engineer’s Response Letter indicates that the revision was made, but it does not appear on the plan sheet).

11. In Poster Panel Side View, clarify the reference to removal of panel clips for the east face, as such clips are not a normal installation for wood section panels; if existing are obsolete parts, specify to be removed and not be replaced or reinstalled.

12. In Poster Panel Side View, correct the cross-section dimensions for the second stringer from the top for the west face (shown as 3”x 6”, but standard is 3” x 4”) & call out the third from the top stinger, or otherwise conform the number of 3”x 4” & 3”x 6” wood stringers with those called out in the 1st & 4th paragraphs of Scope of Work for West Face.

1. In revised Catwalk Mounting Detail, clarify what the dimensions and light angled line at the top of the detail represent.

2. Add plan view for catwalks that illustrates all catwalk sections, including the end catwalk, and provides the outer (overall) dimensions for each), per Comment #4 on the first submittal (the 3/7/23 Engineer’s Response Letter indicates that the plan view was added, but it does not appear on the second submittal plan sheet).

3. Add horizontal offset beam detail with full dimensionality in same manner as upright I-beam, as this part is to be removed and reinstalled in conjunction with replacement of the south I-beam.

1. In 1st & 6th paragraphs of Scope of Work & Side View, the EMT conduit run from the ballasts to the light fixtures is called out as ½”, while In Top View this run is shown as ¾”; this conflict needs to be resolved.

2. In Panel Schedule the v-a entries for the fluorescent lamps do not appear to account for the additional ballast load and the v-a for the time clock load is substantially overstated; please revise to accurate entries (see, e.g., approved plans under T20BU00204, with respective entries of 688 v-a/6 v-a).
