1. Restrooms: Other fixtures not allowed within the water closet clearance area per ANSI A117.1 figure 604.3. Please correct the restroom layouts on your Proposed Floor Plan. Additional information 603.2 Clearances.
❖ The intent of the clearance requirements is to assure that a person using a wheelchair can enter the room, close the door, access the fixtures and exit the room.

It is important to understand that the clear floor space, or location where a wheelchair would sit when using a fixture, is permitted to overlap. However, the fixture itself cannot overlap the clear floor space of another (Section 301.2, 603.2.2 and 604.3.3). The most common mistake in public single user toilet rooms is to locate the lavatory adjacent to the water closet and over the water closet clear floor space. With the lavatory at this location the clear floor space required for a side transfer to the water closet is not available. Because the clear floor space at fixtures and the turning space are permitted to overlap, portions of the turning space may extend underneath the lavatory (see commentary, Section 604.3.3 and Commentary Figure C603.2).Although clear floor spaces can overlap, a bathroom lavatory fixture cannot overlap the water closet clear floor space. A wheelchair user must be able to get between the water closet and the lavatory to make the transfer.
