Additionally, please submit complete copies of all permit documents (i.e. plans, calculations, reports, etc.) even if they have not been changed. Please note the submittal was incomplete and the plan review was conducted using the information presented. The subsequent review could generate more comments after original comments have been addressed. 1. It appears the majority of the Code analysis will need to be amended as this building space appears to be a three-story building with an occupiable roof space. Instead of a two story with a mezzanine, IBC Section 505.2.1 limits a mezzanine to no more than one-third of the floor area of that room or space in which they are located. IBC 107.2.1 A. Additionally, does this building have a basement? The first-floor stairway drawings appear as they might go down, as well as up, I cannot tell from the drawings. 2. Sheet A1: Please amend Code Review to list the building’s occupancy classifications. IBC 302.1 For example, A-2 for Restaurants, cafeterias and similar dining facilities (including associated commercial kitchens) could be a B if occupant load less than 50 A-3 for the Private Break Area/Occupied Roof. 3. Buildings with more than one occupancy classification identify the mixed occupancy methodology as either accessory, nonseparated, separated, or a stated combination of types. IBC 508.1. I. Nonseparated occupancies allowable building area, building height, and number of stories is the most restrictive of any of the nonseparated occupancies. IBC 508.3.2 II. The separated occupancy’s equation of summed ratios for each story is shown with the values used and each story does not exceed 1. IBC 508.4.2 III. The separated occupancy’s individual story’s summed ratios are shown added together and together do not exceed 3. IBC 506.2.4 4. Please amend plans to indicate if Fire Sprinklers are provided and if so, what type of sprinkler system is specified. IBC 903 5. Please indicate the Occupancy Classification of adjacent Tennant(s) provide the horizontal and vertical fire separations required to include the fire rating of the separation wall (demising Wall) IBC 508 and the floor/ceiling separation where this space encroaches over the adjacent Tennant spaces. IBC 508.4.4 Table 508.4 6. Please amend the plans to provide the fire resistive rating of the stairway enclosure and the dimensions of the landing and width of the stairway. IBC 107.2.1 Additionally amend the plans to show the direction of each stairway. For example, Up and Down arrows. 7. Please amend the plans to indicate the type of construction, as VB construction is limited to only one or two stories in most occupancies. IBC table 504.4 depending on if it is sprinkled. 8. Sheet A1: Please amend Code Review under #2A to show the fire-resistance rating of all exterior walls is shown and meets IBC Table 602. IBC 602.1 and #2 B to indicate what this note is referring to. IBC 107.2.1 9. Sheet A1: Please verify the square footage listed under #3 as the Main floor appears to be smaller than the Mezzanine. IBC 107.2.1 Additionally, the area named Mezzanine appears to be the second floor as it does not meet the definition of a mezzanine, IBC 505.2.1 10. Sheet A1: Please amend the plans to include a list of the year and name of the adopted applicable codes from the adopting ordinance. Dimensioned distances between structures and adjacent lot lines. IBC 107.2.6 C. Dimensioned distances between structures and the centerline of directly adjacent public ways. IBC 602.1 12. Please amend the plans to show a photometric plan or other method of showing 1 footcandle of normal power illumination at the walking surface along the path(s) of exit discharge, while the building is occupied. IBC 1008.2.1, IBC 1008.2.3 For example, it doesn’t appear any exterior lights are shown at the rooftop. 13. Please amend the plans to show A. All spaces are labeled with a name or further description as needed to adequately convey the intended purpose (use) or the multiple uses of the space. IBC 302.1 for example the retail area looks more like an eating area, B. All spaces are labeled with their occupancy classification or classifications. IBC 302.1, 508.1 C. Non-fire-resistance rated floor openings connect only two stories. Filled annular space. IBC 714.6. D. Mezzanines are open and occupy no more than 1/3rd of the room they are in. IBC 505.2.1, 505.2.3 Otherwise, the mezzanine would be a story. E. Please show the allowable number of stories for this building type and Occupancy Classification. IBC Table 504.4 14. Please amend the plans to show that any enclosed usable space below stairways is protected by fire-rated construction. IBC 1011.7.3 15. Please amend the plans to show the following means of egress information. A. The total number of occupants for the each story or floor is shown. IBC 107.2.3 B. The number of occupants is shown for every room and space including the occupied roof area. IBC 107.2.3 C. Please amend the plans to show the following path of egress information. A. The paths of egress are shown from the uppermost occupied space to the exit discharge. IBC 107.2.3 B. Stairways are labeled as exit stairways or exit access stairways and the stair way widths are dimensioned. IBC 107.2.3 C. The exit access travel distance is dimensioned with a clear start and stop point. IBC 1017.2 D. The common path of egress travel is dimensioned with a clear start and stop point. IBC 1006.2.1 E. Two paths of egress are provided from spaces and stories that require it. IBC 1006.2.1, 1006.3 For example, the third story/occupied rooftop would likely require two exits for occupant load. The IEBC would allow a Fire Escape if necessary. Additionally, if the building is on fire, the rooftop occupants cannot reach the stairway. F. Exits and exit access components are separated by 1/3rd the distance of the space. IBC 1007.1 G. An indication for where to find the construction information for the stairways. IBC 1011.1 H. Doors swinging into the path of egress and obstructions/protrusions are dimensioned. IBC 1003.3, 1005.7 I. Exit signs are shown at doors, as required to direct egress, and every 100 feet. IBC 1013.1 J. Doors are labeled and a hardware schedule is provided. Free egress is provided. IBC 1010.1.9 K. Doors are side swinging, min 32” opening wide, max 48” wide, min 6-8” high. Please provide structural analysis showing the Upper most floor/occupied roof is capable of supporting 100 PSF and this appears to be a Assembly occupancy. IBC Table 1607.1 22. Please amend the plans to show the following information. Where an entire building undergoes a change of occupancy, it shall comply with Section 305.4.1 and shall have all of the following accessible features A. Not fewer than one accessible building entrance. B. Not fewer than one accessible route from an accessible building entrance to primary function areas. C. Signage complying with Section 1111 of the International Building Code. D. Accessible parking, where parking is being provided. E. Not fewer than one accessible passenger loading zone, where loading zones are provided. F. Not fewer than one accessible route connecting accessible parking and accessible passenger loading zones to an accessible entrance. G. Please show at least one accessible route connecting each accessible story, mezzanine and occupied roofs in multilevel buildings and facilities. IBC 1104.4 H. An elevator is required for stories, and occupied roofs that have an aggregate area of not more than 3,000 square feet and are located above and below accessible levels. IBC 1104.4 a. IEBC 305.7 requires that accessibility be provided to the altered spaces. Where the existing path of travel elements, which entails a primary entrance, a primary path of travel, sanitary facilities serving the area, and signs. Accessibility upgrades shall be required in accordance with IEBC.305.7. b. 1. If the cost of providing or upgrading the items above to be accessible is disproportionate to the cost of construction (exceeds 20% of the cost of construction not including accessibility upgrades), please provide information to verify construction costs. If this exemption is taken, accessibility upgrades equaling 20% of the cost of the project shall be made.
