Per Table C404.5.1, IECC 2018, the maximum distance from the heat source (e.g. a hot water recirculation loop) to the public lavatory faucet is 2 feet with a ½” supply (6 feet if you insist on using a ¼” supply). See Detail 2/P01-02 for a good example of how to plumb a lavatory in a public restroom and coordinate your hot water supply design and your keynotes on sheet P20-02.
