COMMENT: Per UDC Article 3.3.3.G.2.c, a site plan (Development Package) is required for the following types of development: Existing development undergoing a change of use, building structure additions, and/or a reconfiguration of an area outside a building. A Development Package (DP) meeting the requirements of the Checklist for Minor Changes to Commercial/Industrial Sites is required to be submitted and approved (the same checklist is used for ‘major’). The DP is a separate submittal from the building plans. For final approval, ensure the building plans match the eventual approved DP, regarding footprint, proposed height, and square footage, and that the downspout and structure drainage systems shown in the building plans are consistent with those depicted in the Development Package plan set. 2. COMMENT: Under the Use and Occupancy Class adjust the proposed use(s) from Place of Worship to Civic Use Group-Religious Use per UDC 4.9.13.K and Commercial Use Group-Administration and Professional Office per UDC 4.9.13.K. 3. COMMENT: What is being coined as the ‘Conference Room’ on the plan sheets is being called ‘Office 2’ on Sheet A-1, Occupancy Tabulations. Clarify and update the drawing set accordingly. 4. COMMENT: The square feet for the existing building is currently listed as 1,725 square feet on the A-1 sheet but basic measurements of the drawings on the A-1 and A-2 sheet have a number of close to 50 more square feet +\-. This is vital as this affects parking counts. Clarify and update the drawing set accordingly. 5. COMMENT: Per UDC TABLE 7.4.4-1, the required parking spaces for both uses (Comment #2) will need to provided based on the square feet for each use. Currently, the customer is proposing to locate 4 parking stalls, off their site, in the City right of Way, in the S Craycroft Rd frontage/access road (heading north) that at best, appears to be 18’-0”+\- wide. Any proposed work in the City right of way would typically require a separate permit. An Individual Parking Plan (IPP) is an option that can be used to reduce the required number of on-site vehicle parking spaces. This project is located within 400’ of an R-3 or more restrictive zone or Historic Preservation Zone and is subject to the 400’ Notice Procedure (UDC Section 3.3.5). A neighborhood meeting is required prior to submittal of an application. The IPP Narrative, sealed by a design professional licensed by the State of Arizona, must include the information as outlined in UDC Section 7.4.5.A.4.a – m https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-5452 . The IPP process should not start until after the development package has been reviewed and zoning has issued comments confirming a deficiency in on-site parking for the project.
