Please amend plans to indicate the ages of the children that will be attending the facility. IBC 107.2.1 Please note: Group E, day care facilities include buildings and structures or portions thereof occupied by more than five children older than 21/2 years of age who receive educational, supervision or personal care services for fewer than 24 hours per day. Group E Day care occupancies include facilities intended to be used for the care and supervision of more than five children older than 21/2 years of age where individual care is for a period of less than 24 hours per day. Day care centers are a special concern since they are generally occupied by preschool children who are less capable of responding to an emergency. The hazards found in a day care center are far greater than in normal educational facilities, not so much because of the occupant or fuel load, but because of the inability of the occupants to respond. Children 21/2 years of age or less usually are not able to recognize an emergency situation, may not respond appropriately or simply may not be able to egress without assistance. Thus, facilities that have more than five children 21/2 years of age or less are classified as child care facilities and considered to be Group I-4 (see Section 308.6) unless the provisions of Sections 308.6.1 through 308.6.4 allow for a different classification. Locations where child care may be provided that would not be considered Group E or I-2 are addressed in Sections 305.2.1 through 305.2.3. 2. Please ensure the door from closet 11A does not encroach into the required means of egress width. IBC 1005.7 For example, provide a dimension on the plan to indicate to width from the edge of door to the wall . 3. Please amend plans to show the accessibility features required by IEBC 305.4.2 as follows: A. Where an entire building undergoes a change of occupancy, it shall comply with Section 305.4.1 and shall have all of the following accessible features: 1.Not fewer than one accessible building entrance. 2.Not fewer than one accessible route from an accessible building entrance to primary function areas. 3.Signage complying with Section 1111 of the International Building Code. 4.Accessible parking, where parking is being provided. 5.Not fewer than one accessible passenger loading zone, where loading zones are provided. 6.Not fewer than one accessible route connecting accessible parking and accessible passenger loading zones to an accessible entrance. B. Where a building undergoes a partial change of occupancy, such as where there is a tenant change or a change in function of a specific area, then the level of accessibility provided must achieve the same level as if that space were undergoing an alteration. Basically, the intent is that any spaces or elements being altered will meet new accessibility provisions unless technically infeasible (see Section 305.6). If the area changing occupancy is a primary function of the space, an evaluation of the accessible route, as well as bathrooms and drinking fountains serving this space, must be made. If these elements are not accessible, improvements must be made. There is a limit, however, to the cost of the additional improvements to a maximum of 20 percent of the cost of the alteration (see Section 305.7). The reference to Section 305.8 provides for additional allowances because the designer or owner is still dealing with existing building constraints IEBC 305.4.1 Please contact me if you have any questions about these comments. | 08/29/2024 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: PDSD Zoning Review PROJECT: TC-COM-0824-01493 3902 N FLOWING WELLS RD. – C-1 C of O Daycare (1st Review) TRANSMITTAL: August 29, 2024 Resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This site is located in the C-1 zone (UDC 4.7.20). Daycare is a allowed use in the zone (UDC Table 4.8-4), subject to Use Specific Standard 4.9.13.O. 1. The (E) STORAGE, (E) AWNING & (E) CANOPY show up on aerial photos some time after 2008. Zoning was not able to find approved permit/compliance documents for these structures. One of three things will need to happen: 1) Provide approved permit/compliance documents. 2) Show the structures to be removed. 3) Include the structures in this permit. Per UDC Article 3.3.3.G.2.c A site plan (Development Package) is required for the following types of development: Existing development undergoing a change of use, building structure additions, and/or a reconfiguration of an area outside a building. A development package (DP) meeting the requirements of the Checklist for Minor Changes to Commercial/Industrial Sites is required to be submitted and approved. The DP is a separate submittal from the building plans.
