Site Engineering:
1. The proposed site alterations will require that a Development Plan be submitted and approved prior to Site Engineering approving permit TC-COM-0726-01201. The DP permit is a separate permit that can be submitted for within the “sub-records” tab of this development package permit on TDC online. For the DP permit submission, provide all construction documents similar to what was provided within this permit submission.
2. Until the development package is approved by all reviewers, site engineering will be unable to approve permit TC-COM-0726-01201.
3. When submitting the permit plan set, please ensure that the site plans are fully dimensioned. Submittals must clearly show dimensioned ADA-compliant paths of travel, PAAL widths, setbacks, existing floodplain limits, and locations of adjacent structures.

1. COMMENT: As the previous DP18-0033 associated with this property is fully closed out, it will be required that a new development package (DP) be submitted. This means that a new established plan set will need to formatted / created so that it addresses the new buildings on the developed/existing site.

Per UDC Article 3.3.3.G.2.c, a site plan (Development Package) is required for the following types of development: Existing development undergoing a change of use, building structure additions, and/or a reconfiguration of an area outside a building. A Development Package (DP) meeting the requirements of the Checklist for Minor Changes to Commercial/Industrial Sites is required to be submitted and approved (the same checklist is used for ‘major’). The DP is a separate submittal from the building plans.

2. COMMENT: Since DP18-0033, four more uses have been added and/or proposed to this parcel. In addition to Personal Storage; General Merchandise Sales, Heavy Equipment Sales, Vehicle Rental and Sales and Commercial Storage are now either existing and/or proposed. Parcel out the square footage for each use as this will aid in determining how all the parking types (vehicular, bicycle, EV) are being met (or not).

3. COMMENT: Per TABLE 7.4.4-1, break out the percentage of building square footage, per their respective uses, and incorporate the parking requirements for each use (vehicular, bicycle and EV).

4. COMMENT: Update ALL the setbacks per TABLE 6.3-4.A.

5. COMMENT: Be sure the vehicle use area complies with UD 7.4.6 https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-5587.

For example, there are required dimensional standards for Parking Area Access Lanes (PAAL) and an existing sign that infringe within the proposed PAAL as currently depicted

6. COMMENT: The current drawing has the four proposed buildings along the east property line mis-labeled as Existing. Update to proposed and refer to the building reviewer comments for required information.

7. COMMENT: As the parcel lies within the DM Air Force Base Vicinity, NCZ-A Davis Monthan AEZ Paddle and Noise Control District-A (NCD-A) be sure to reference https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-3566 for requirements related to this overlay.

8. COMMENT: The proposed design appears to eliminate existing and required on-site parking fronting S Alvernon Wy. An Individual Parking Plan (IPP) is an option that can be used to reduce the required number of on-site vehicle parking spaces. This project is located within 400’ of an R-3 or more restrictive zone or Historic Preservation Zone and is subject to the 400’ Notice Procedure (UDC Section 3.3.5). A neighborhood meeting is required prior to submittal of an application. The IPP Narrative, sealed by a design professional licensed by the State of Arizona, must include the information as outlined in UDC Section 7.4.5.A.4.a – m https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-5452 .

The IPP process should not start until after the development package has been reviewed and zoning has issued comments confirming a deficiency in on-site parking for the project.
