Plumbing Fixture Calculations: This project is an exercise studio and does not use the plumbing fixture ratio of a convenience store or shopping mall (where people are only in the store for a short period of time) as appears to be shown on the plans. Plan review for the project referenced above has been completed. This letter reflects comments to be addressed. PLEASE send all responses to comments back to the City through the permit portal! Responses sent directly to Stantec will be ignored. Also, please submit complete copies of all permit documents (i.e. plans, calculations, reports, etc.) even if they have not been changed. Please cloud and delta all changes and provide a letter with a written response to each of the comments indicating the action taken.

The scope of this review covers the architectural, plumbing, mechanical, and electrical designs as they relate to the codes adopted by the jurisdiction. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

ARCHITECTURAL COMMENTS

General

1. Please indicate that the automatic fire sprinkler system [2024 IBC Sec. 903] and fire alarm system [2024 IBC Sec. 907] are to be provided as part of this project and are to be submitted as a separate permit (not a deferred submittal).
 
Sheet CS.0

1. Summary of Governing Regulations Table: The 2024 IECC went into effect on July 1, 2026. Please revise “2018 IECC” to “2024 IECC” in the table.

2. Summary of Governing Regulation Table: The 2024 IEBC (Existing Building Code) also applies to this project.

3. Plumbing Fixture Calculations: This project is an exercise studio and does not use the plumbing fixture ratio of a convenience store or shopping mall (where people are only in the store for a short period of time) as appears to be shown on the plans. The correct plumbing fixture ratio is for indoor sporting facilities (without spectators) 1/40F and 1/75M. Please revise the plumbing count ratio. Clarify the occupant load and plumbing fixture count. [2024 IBC Sec. 2902.1]

4. General Building Summary: The Summary lists the occupancy of the building as A-3 at the top and E at the bottom. The occupancy of this space is NOT an “E” occupancy since that only applies to educational occupancies under grade 12. An A-3 occupancy does not currently comply with the exiting criteria in the code. If the occupant load is less than 50, this space can be classified as a “B” occupancy and would only require one exit. [2024 IBC Sec. 303.1.1] If there is equipment or other stationary items that will reduce the occupant load (i.e. if there are 12 reformers in a room that would normally have an occupant load of 20, it is possible that the occupant load of that space could be 12). Please provide that information on the floor plan. Please revise the occupancy and the occupant load on the plans.

5. General Building Summary: A flame spread rating is given for a “horizontal exit”. There does not appear to be a horizontal exit in this project. Please clarify or only list flame spreads for the elements that are relevant to the project. “Corridors” and “Other areas” seem to be the relevant indoor areas. [2024 IBC Table 803]

6. General Building Summary: Please clarify what is meant by the fire separation distance listed as less than 30ft but greater than 10ft. It is our understanding that this is a remodel of an existing building and not a new building or an addition. If the exterior walls are not being moved, please indicate on the plans that this is not relevant.

7. Exit Plan: Exits must be separated by 1/3 the distance of the diagonal of the space served. [2024 IBC Sec. 1007.1.1] Please provide a dimension showing the diagonal of the entire tenant space and a dimension showing the distance between the two exit doors in the front of the building.

8. Exit Plan: Please clarify whether a door will be added in the office or not. Please note that a door that is accessed through an office that can be locked or through a restroom cannot count as an “exit”. [2024 IBC Sec. 1016.2, Items 4-6]

Sheet D2.0

1. Please coordinate the demo plan with the floor plan. The demo plan states that some plumbing fixtures will stay in a space that is converted to an office in the floor plan.

2. Please add a note on the plan to clarify what occurs at the existing door/ window in the restroom that is possibly walled in.

Sheet A2.0

1. Dead end corridors cannot exceed 50 feet. [2024 IBC Sec. 1020.5] Please provide dimensions for the corridor to demonstrate code compliance.

2. Water resistant gyp board is indicated for the walls in wet areas. Please indicate that walls and partitions within 2 ft of service sinks or urinals shall have a smooth, non-absorbent surface to a height of not less than 4 ft. The showers are to have a smooth, non-absorbent surface to a height of not less than 6 ft. [2024 IBC Sec. 1210.2.2]

3. The privacy wall at the shower encroaches on the required maneuvering clearance of the restroom door. [ICC/ANSI A117.1-Sec. 404.2.3.2]

4. Please show the clear floor space at the water dispenser. [ICC/ANSI A117.1-2017 Sec. 602.2.1] Is this water dispenser accessible?
Sheet A3.0

1. Please provide dimensions on the enlarged floor plan of the restroom. Since the existing restroom is now a multi-user, unisex restroom, there are additional requirements that will apply to this restroom; and this restroom will need to be brought up to the current codes. The prior plan showed two accessible restrooms. The IEBC prohibits any change that will decrease the accessibility of an existing building. [2024 IEBC Sec. 306.2.1] Therefore, since the existing accessible men’s restroom is being demolished, the new multi-user unisex restroom must meet all current codes for accessibility.

2. Multi-user, unisex restrooms are allowed only when the toilet partitions provide complete privacy and completely enclose the toilet fixtures. 2024 IBC Sec. 1210.3 This means that the toilet partitions will need to go all the way to the floor and all the way to the ceiling. This also means that since the toe clearance in the toilet compartments is not permitted in multi-user, unisex restrooms, the toilet compartment needs to be extended 8” in width and 8” in depth. Provide dimensions and elevations of the toilet compartments. [ICC/ANSI A117.1-2017 Sec. 604.9.5.1].

Sheet A4.0

1. Detail 9 shows a toilet room. This project does not appear to have toilet rooms. Please delete the detail to reduce confusion.

2. Accessible toilet compartments in multiuser unisex restrooms must have toe clearance within the stall/ compartment. Please revise. [ICC/ANSI A117.1-2017 Sec. 604.9.5.1]

Sheet A6.0

1. Provide frame and door drawings for office doors, restroom door, and shower door.

2. It appears that the yoga studios will have large solid wood doors that do not have a closer or a latch. Please note that the maximum opening force for a door is 5 lb. [ICC/ANSI A117.1-2017 Sec. 404.2.8] When there are double doors, one leaf of each set must meet accessibility requirements. The maximum door opening force will be verified upon inspection.

MECHANICAL COMMENTS

Sheet M2.1

1. Please add the shower rooms to the outdoor airflow calculations table.

2. Please list all mechanical equipment and the proposed air flow rates after re-balancing. There are existing RTU's that are shown on the floor plan and are not represented on this sheet.

PLUMBING COMMENTS

Sheet P1.1

1. Sprinkler heads will need to be reconfigured to spray both above and below the new gyp board ceiling in the hot yoga room. Please provide new sprinkler layout.

Sheet P1.2

1. Water dispenser P-2: Clarify how the water cooler will be protected against backflow. [2024 IPC Sec. 608.3] Please show backflow protection device on the plans and list on the equipment sheet.

2. Asterisk 1: Please change “2018 IPC” to “2024 IPC” in this note.

Sheet E2.0E

1. Clearly identify all circuits that supply power to the exit/egress lighting unit equipment at the local distribution panel as required by [2023 NEC Art. 700.12(H)(2)(4)].
