A development package, reviewed under the UDC, does not apply to the building code and outdoor lighting requirements. Per OLC 104.2.1(3), the lumen calculations are to be applied to the permitted parcel. 2. An appeal to the building official is required to justify using multiple parcels in the calculations. The appeal will need to include details on how the lumen totals across multiple parcels will be tracked and maintained, such that one parcel does not utilize all the lumens allowed for the other parcel. 3. Otherwise, compliance with previous review comments is required. |
