1. Please identify the type of keycard access control system to be installed at each controlled door, including whether the locking system is fail-safe or fail-secure, and provide details demonstrating compliance with the required free-egress provisions. Include all associated hardware, sensors, manual release devices, fire alarm interface, and emergency power operation, as applicable. (2024 IBC):
Please treat this as a typical comment applicable to all controlled access doors throughout the project. IBC 1010.2.2
2. Please amend the plans to show that all through-penetrations, membrane penetrations and joints of fire-resistance-rated assemblies are protected with approved firestopping systems. Provide detail drawings on the plans identifying the specific UL-listed (or equivalent) firestopping systems for pipe, conduit, and duct penetrations through rated walls, floors, and ceilings (e.g., putty pads, firestop sealants, collars, or sleeves, as applicable). IBC Sections 714 & 715. Please provide the corresponding listed assembly detail (cut sheet) on the plans.
3. Please revise plans to provide dimensioned floor plans including dimensioned doors IBC 107.2.1

1. Demonstrate compliance with NEC 230.2 (Number of Services). May require written consent from the Building Official through appeal. Plans show an additional service being added to the 3-story apartment building.
2. Provide service identification plaque or directory for the 3-story apartment building per NEC 230.2(E). The addition of the new electrical service in a different location from the Main SES.
3. Reference sheet EP402. Details are titled 'Electrical DEMOLITION plan', but sheet tittle is 'Duplex 1+2 Electrical Plans'. Correct the detail titles.
4. Provide panel schedules for Duplex 1 & 2. NEC arts;300 and 408.4. Include panel bus rating and A.I.C. rating. IBC 107.1. Show A.I.C rating greater than the provided fault-current calculations.
5. Provide a Grounding Electrode System at the new detached clubhouse structure per 250.31(A). Grounding electrode system and grounding electrode conductor. Required.

7. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, NEC [110.22(A)]. Reference sheet EP401 for new clubhouse.


Typical of all dwelling unit reviews:

8. Show locations of each smoke alarm, [NFPA 72]. Notate that all smoke alarms must be interconnected with a power source from the building wiring and be equipped with battery backup.
9. Show the location of a carbon monoxide detector outside of bedroom doors, when the dwelling includes an attached garage or gas appliance, [NFPA 72].
10. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, NEC [210.52(C)(1)] and NEC [210.52(B)(1)]. GFCI protected, NEC [210.8(A)(6)].
11. Show Bathroom receptacles with a separate 20 AMP dedicated circuit, NEC [210.11(C)(3)] and NEC [210.52(D)].
12. Show dishwasher/disposal with GFCI protection, NEC 210.8(A)(6). Readily accessible, NEC 210.8.

Typical for all electrical plans:
13. Designate the circuit number on the electrical plans, that corresponds to the panel schedule, at the location of each existing, new or modified light fixture, receptacle, and equipment disconnect switch, NEC arts;300 and 408.4. IBC 107.1.
14. Provide Fault Current Analysis and show new equipment, breakers, chargers and panels AIC rating sufficient to withstand the calculated Fault Current. Provide Available Fault Current calculations from TEP transformers to all new equipment, 2023 NEC 110.24, NEC 110.9, 110.10.
15. Provide all breaker AIC ratings, not just the available fault current at the equipment, to ensure compliance with NEC 110.9 & NEC 240.86.
16. Show all wiring methods in detail for all circuit conductors and feeders. Conductor type and conduit size/type. Note wet use requirements. NEC arts;300 and 408.4.
Reference sheet ES101, which points to the One-Line-Diagram for more information, but there is no conductor or conduit sizing or type information given on either ES101 or EP701.
Provide a conductor/feeder sizing chart.
17. Provide complete compliance with the 2018 IECC for the interior lighting, including sensors and lighting controls as required. (typically COMcheck.). Provide for the clubhouse and any other major lighting changes in the duplexes or apartments.

1. Show lighting fixture 'W4' in the provided lighting Fixture Schedule'. Show fixture as full-cutoff and under a canopy or overhang, OLC 401.2.1(3), and with a maximum color temperature of 3500K, OLC 402.1. Otherwise a complete outdoor lumen calculation will be required. Reference sheet EP403.
2. An open canopy does not qualify for this exemption. So if the proposed overhang is not covered, then these lighting fixtures will require complete outdoor lighting lumen calculations per OLC chapter 4.

Additional comments may be forthcoming with additional outdoor lighting plans/info.

1. Site Engineering has completed its review of the submitted building plan set and cross-referenced it against the associated Development Package. However, final approval of this Commercial permit cannot be granted until the associated submission of the Development Package TD-DEV-0726-00190 has received full approval and has been issued. Per UDC §3.3.3.G, building permits for sites requiring a Development Package may not be issued prior to DP approval, as the building plans must be consistent with an approved site plan. Please resubmit for final approval once the Development Package has been approved and issued by all applicable reviewers.
