COMMENTS:
1. INCOMPLETE SET OF DRAWINGS SUBMISSION
a. No permit record could be found for this space/address as a restaurant.
b. The last Certificate of Occupancy for this address according to City Records was for a Mercantile Retail Store in 2011 called Mabuhay Filipino Store.
c. That Filipino Store record plans revealed a discrepancy with the current plan submission which previously there were parking at the back of the establishment while this current submission now shows standalone Storage and Walk-In Freezer replacing the rear parking.
d. Further, this current plan submission shows restrooms where it did not exist and shows empty areas where restrooms used to exist. There is also major equipment that are new such as large reach in coolers, walk-in coolers as well as butcher area setup where there used to be an office.
e. Complete plans, prepared by a qualified Registrant must be provided showing the conversion of the space from retail to a restaurant. This is a commercial project, requiring all documents to be prepared, sealed, signed, and dated by a registered design professional. Provide complete architectural, mechanical, electrical, plumbing, standalone storage an standalone freezer plans sealed by an Arizona Licensed Registrant.

a. Note: There is no record of sign permit that is legally approved by the city for this establishment. There are in city record four sign permits, however all of them are either withdrawn or expired.

6. Please amend plans to provide a dimensioned floor plan, for all rooms and spaces. IBC 107.2.1 3.
a. Please amend plans to include furniture and interior elevations to show compliance with IBC Chapter 11. For example, 5% of the seating shall be accessible, accessible counters are 2’-10”, etc A. Where seating or standing space at fixed or built-in tables, counters or work surfaces is provided in accessible spaces, at least 5 percent of the seating and standing spaces, but not less than one, shall be accessible. IBC 1109.11 5 Identify these seating and counters on the floor plan.
7. Ensure that the facility is accessible complying to the ICC/ANSI A117.1 for both Employees and Customers. The tops of dining surfaces and work surfaces 902.4: shall be 28 inches min and 34 inches max above the floor. Parallel approach 904.3.2: the public use side of the counter surface 36 inches in length minimum. Forward approach 904.3.3: the public use side of the counter surface 30 inches minimum in length. Knee clearance 306.3: between 9 inches and 27 inches above the floor. Maximum depth 306.3.2: extend 25 inches maximum under an element at 9 inches above the floor. Minimum depth 06.3.3: Where clear floor space complying with Section 305, the knee clearance shall be 11 inches minimum in depth at 9 inches above the floor, and 8 inches minimum in depth at 27 inches above the floor.
a. IEBC 305.7 requires that accessibility be provided to the altered spaces. Where the existing path of travel elements, which entails a primary entrance, a primary path of travel, sanitary facilities serving the area, a drinking fountain, and signs. If these items are in full compliance with the current code, provide a statement indicating this on the cover sheet of the drawings. Otherwise, accessibility upgrades shall be required in accordance with IEBC.305.7. 1. If the cost of providing or upgrading the items above to be accessible is disproportionate to the cost of construction (exceeds 20% of the cost of construction not including accessibility upgrades), please provide information to verify construction costs. (A) Alterations made to provide an accessible path of travel to the altered area will be deemed disproportionate to the overall alteration when the cost exceeds 20% of the cost of the alteration to the primary function area. c. The floor plan provided isn’t consistent with the build out observed online (restaurant with booth seating). Provide a current floor plan of the space along with the permit history of this space having been converted into a restaurant.

Indicate this requirement is being met on the site plan as well as providing a parking table that acknowledges the adjacent tenants, their use(s) and their parking requirements. This will demonstrate if there is a conflict in the need for parking in what is a shared parking lot.
