The bathroom must be within the confines of the establishment. One (1) dressing room (may be the same as the massage treatment room), one (1) toilet and one (1) wash basin shall be provided by every massage establishment with one (1) to three (3) treatment rooms. Another toilet and wash basin must be provided when there are four (4) or more treatment rooms in an establishment. A minimum of one (1) shower or tub shall be provided for any establishment offering any hydrotherapy services such as whirlpool baths, saunas, steam baths, herbal wraps, etc. Each dressing room/treatment room shall contain a locker, lock box or cabinet for each patron to be served which shall be capable of being locked. https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az/0-0-0-5098

7. Per IEBC Section IEBC 306.7, accessibility must be provided to the altered spaces. This includes the primary entrance, primary path of travel, sanitary facilities, drinking fountains, and signage. Please amend plans to show compliance with IEBC 306.7.
For example, the toilet room does not appear to meet the clearance requirements of ICC A117.1-2017, Section 604.3.
A. If the cost of providing or upgrading the items listed above to meet accessibility requirements is disproportionate to the overall cost of construction (i.e., exceeds 20% of the construction cost, excluding accessibility upgrades), please provide documentation to verify construction costs.
If this exemption is used, accessibility improvements totaling at least 20% of the construction cost must still be provided. For example, if the project valuation is $3,000, then a minimum of $600 should be allocated toward accessibility upgrades. However, only the amount necessary to achieve full compliance is required to be spent.
8. Please review the stated project valuation of $3,000.00. Based on the adopted fee schedule, the project square footage, and classification as a Level 2 (alteration area less than 50% of the building), the value derived from the default calculation is much higher than what was specified on the permit application.
Please provide a copy of the construction contract or detailed estimates to verify the project valuation. If additional information is not provided, the permit fees will be assessed based on the calculated valuation in accordance with IBC 109.3 and the adopted fee schedule.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 26, 2027.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

1. COMMENT: THERE IS A DISCREPANCY IN THE ADDRESS PROVIDED 3100 ON THIS 107-110-850 PARCEL WHERE THERE IS A 3126 ADDRESS. THE 3100 ADDRESS IS ON PARCEL 107-110-92A. CONFIRM IF THIS IS ACCURATE AND UPDATE ACCORDINGLY IF APPLICABLE.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

2. COMMENT: PROVIDE MISSING SQUARE FOOTAGE AND INCLUDE THE PROPERTY LINE LENGTHS.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

3. COMMENT: PROVIDE MISSING EXISTING AND PROPOSED USES.

2-06.4.7.A.8.a - Floor area for each building;

4. COMMENT: PROVIDE MISSING FLOOR AREA (SQUARE FOOTAGE).

2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

5. COMMENT: PROVIDE MISSING DATA AS REQUESTED.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

6. COMMENT: PROVIDE CROSS ACCESS EASEMENT SEQUENCE NUMBER (VEHICULAR AND PEDESTRIAN ACCESS EASEMENT BETWEEN NORTH AND SOUTH PARCEL)

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

7. COMMENT: PROVIDE ZONING CLASSIFICATIONS AS REQUESTED.

2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established.

8. COMMENT: PROVIDE THE PARKING REQUIREMENTS FOR THIS SUITE #122, DEMARCATE THE SPACES ON THE SITE PLAN AND PROVIDE A PARKING TABLE THAT OUTLINES ALL THE EXISTING USERS ON PARCELS 107110850, 10711092A AND 10711091A AND ASSOCIATED PARKING FOR EACH USER.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.
