1. The Code Review identifies the occupancy classification as "F-1 Light Manufacturing" in conjunction with "B-Office." Please provide a more detailed description of the proposed manufacturing activity rather than listing only the general F-1 classification. For example, Section 306.2 of the 2024 IBC includes specific factory-industrial uses that may be applicable. Indicate the exact nature of the manufacturing, fabrication, assembly, processing, or production operations proposed within this space so that the occupancy classification and associated code requirements can be properly verified. IBC 107.2.1
Additionally, depending on the specific use and processes involved, special provisions in IBC Chapter 4, including Sections 412 through 418, may apply. Please provide sufficient operational information to determine whether any of these special occupancy requirements are applicable to the proposed use. IBC 107.2.1
2. The Code Review, Line 4, identifies the Type of Construction as "VB-S" and references "No Separation Required" with a citation to Table 503 of the 2024 IBC. Please revise this entry to clarify the intent and provide the correct code references.
3. The Code Review, Line 3, describes the project as "Existing Office." Please revise the project description to accurately reflect the proposed scope of work. Based on the information provided, it appears that a portion of the existing office space is being converted to an F-1 Light Manufacturing type occupancy. Revise the description to clearly identify the specific change in use and indicate the extent of the area being converted so that the occupancy classification and applicable code requirements can be properly evaluated.
4. Type of Construction is regulated by Chapter 6 of the 2024 IBC, whereas occupancy separations for mixed-use buildings are addressed in Section 508, including the provisions of Table 508.4 for separated occupancies. If the notation "No Separation Required" is intended to indicate nonseparated mixed occupancies, please reference the applicable provisions of Section 508.3. If occupancy separations are being evaluated, provide the applicable separation requirements in accordance with Section 508.4 and Table 508.4. Please revise the code analysis to clearly distinguish between Type of Construction requirements and mixed-occupancy separation requirements. IBC 107.2.1
5. Please review the occupant loads and occupant load factors used to determine the design occupant load of the building. The occupant load calculations shown in the Code Review and on the Floor Plan are not consistent.
For example, the Code Review indicates the Light Manufacturing area as 10,813 square feet divided by an occupant load factor of 100 gross, resulting in an occupant load of 108. However, the Floor Plan Occupancy Table omits the Light Manufacturing area entirely, and a note on the Floor Plan indicates 10,813 square feet divided by an occupant load factor of 150 gross, resulting in an occupant load of 72.
Please reconcile these discrepancies and revise the construction documents as necessary. Occupant loads, occupant load factors, floor areas, and resulting occupant load calculations must be consistent throughout all sheets of the construction documents and code analysis.
6. Please revise the Floor Plan to clearly identify and document the use and occupant load information for all rooms and spaces. Provide the following information for each space:
A. A room name and/or sufficient description to clearly convey the intended use or uses of the space in accordance with IBC Section 302.1.
B. The applicable occupancy classification(s) for each space.
C. The floor area of each space.
D. The occupant load factor used for each space in accordance with IBC Section 1004.5.
E. The calculated occupant load for each space in accordance with IBC Section 107.2.3.
F. Please ensure that the occupant load factor selected reflects the actual function and use of the space
7. Please revise the construction drawings to add Existing and Demolition building Floor Plans. Provide Reflective Ceiling demolition plans, if the ceiling has been demolished 107.2.1
8. Please provide construction drawings and details for all proposed new construction that are not identified on previously permitted and approved construction documents. Construction documents shall include sufficient information to describe the location, nature, and extent of the work as required by IBC Section 107.2.1.
For example, the wall separating the proposed F-1 Light Manufacturing area from the Business occupancy area appears to be a new wall. If this wall is proposed as part of the scope of work, provide plan, section, and construction details, including framing, materials, dimensions, and any required fire-resistance rating or other applicable code requirements.
9. Please revise drawings to show the doors serving the Light Manufacturing Area, a space with ≥ 50 people, swing in the direction of egress travel. IBC 1010.1.2.1
10. Please revise the plans to clearly show the location of all required exit signs. Exit signs shall be provided at exits, exit access doors, and at locations within the means of egress where the direction of travel to the nearest exit is not readily apparent, in accordance with IBC Section 1013.1.
11. Please provide an egress plan showing the exit access travel distance, common path of travel distance leading to the exit discharge. Please demonstrate on the plans, that exits and exit access components are separated by 1/3rd the distance of the space. IBC 1007.1 the Light manufacturing space is lacking this information. IBC 107.2.3
12. Provide sufficient exit signage throughout the egress system to clearly direct occupants to the exits, including intermediate locations as necessary. Where applicable, show additional exit signs such that the path of egress is continuously identified, including at intervals not exceeding 100 feet along the egress route.
13. Please provide a Hazardous Materials Inventory Statement (HMIS) for this project. The HMIS shall be prepared and submitted in accordance with International Building Code (IBC) Section 414.1.5 and International Fire Code (IFC) Section 5001.5, and shall include the following:
A. A complete inventory of all hazardous materials stored, used, or handled on site
B. Quantities (in pounds, gallons, or cubic feet, as applicable)
C. Physical state (solid, liquid, gas)
D. Hazard classification (per IFC)
E. Maximum allowable quantities (MAQs) and control area analysis
F. Storage and use locations, including identification on the floor plan
G. Safety Data Sheets (SDS) for each hazardous material
H. Please clearly demonstrate compliance with applicable MAQs per control area and identify any required hazardous occupancy classification(s) or fire protection features triggered by the quantities provided.
J. Failure to provide a complete HMIS may delay further review of this submittal.
15. Please review the stated project valuation of $0.00. Based on the adopted fee schedule, the project square footage, and classification as a Level 2 (alteration area less than 50% of the building), the value derived from the default calculation is much higher than what was specified on the permit application
Please provide a copy of the construction contract or detailed estimates to verify the project valuation. If additional information is not provided, the permit fees will be assessed based on the calculated valuation in accordance with IBC 109.3 and the adopted fee schedule.
16. Please be aware that additional plan review comments may be generated after the designer has addressed the current review comments and the revised plans have been resubmitted for review.

1. Provide as-built electrical sheets for the office space that is now becoming manufacturing space. Detail what is being manufactured and show existing electrical meets the requirements of the International Existing Building Code chapter 10, and 2023 NEC for the new occupancy.
2. GFCI and other requirements may be introduced due to the change of occupancy, so please show what is being manufactured and how, and show how the existing electrical is compliant or requires updating.
