Review will not proceed without the response letter. COMMENTS: 1. Please submit a complete Building Code/Zoning Code Analysis to include the use being proposed for the space. a. The Occupancy should be A2 intended for drink and/or food consumption (you have it as Mercantile). b. Provide exit width calculations and what is provided door opening width. c. Please resolve the following: For these contiguous structures, Tucson Fire Department’s previous comment on this complex, “Fire sprinklers and Fire alarm is required per IFC 903, 907. Provide a door schedule with all door and hardware information.” i. Enter your response within your code analysis and as requested in item #8 below. d. Provide minimum required plumbing fixture (water closet, sink, water fountain, mop sink, etc.) calculations and what is provided. Show on your site plan the restroom and mop sink location if not provided within the space. Indicate the distance from the establishment to the restroom facility. Provide the restroom(s) layout to clearly show the number of water closet stalls, urinals and sinks. e. Please keep all of these information on the drawing cover/title sheet. 2. Ensure that the facility is accessible complying to the ICC/ANSI A117.1 for both Employees and Customers. a. The tops of dining surfaces and work surfaces 902.4: shall be 28 inches min and 34 inches max above the floor. Parallel approach 904.3.2: the public use side of the counter surface 36 inches in length minimum. b. For consumption of food or drink, Identify the required 5% but not less than one for seating and standing spaces. 3. THE MEANS OF EGRESS WILL BE ILLUMINATED TO A LEVEL OF NOT LESS THAN ONE FOOT-CANDLE AT THE WALKING SURFACE AT ALL TIMES THE BUILDING SPACE SERVED BY THE MEANS OF EGRESS IS OCCUPIED. IBC 1008.2.1 Locate/label the lighted exit sign, emergency light with back-up power as well as the fire extinguisher. 4. Locate/label the accessible restroom complying to the ICC A117.1. Show the layout of the restrooms to include the fixtures, clear floor spaces, grab bars where required, complying to ICC A117.1 7. 5. Fire Sprinkler is required per IBC 420 and processed as a separate permit. Submit the drawings to Tucson Fire Department for review and approval. They will conduct fire inspection; the inspection approval document will be required as a deferred submittal before issuing the Certificate of Occupancy. 6. A Final inspection will be conducted by our inspectors prior to issuance of the Certificate of Occupancy. 7. Please submit a complete set of drawings to include Architectural, Mechanical, Electrical, Plumbing, Structural, etc. Every sheet of drawings to be sealed/signed/dated by a State of Arizona licensed professional. a. Locate on the drawings the following: i. Electrical Power to the Food Truck/Trailer. ii. Gas Line to the truck if applicable. iii. Water line to the food truck. iv. Sewer line from food truck to (show the connection point at the existing sewer line b. Submit the Manual J for the HVAC system. 8. Submit a Site Plan illustrating all existing structures within the entire parcel. Label each tenant space with their addresses (for new and existing addresses, coordinate with Pima Addressing Dept at 520-724-9512, enter the legal addresses provided by Pima County’s addressing department on th drawing), indicate their uses and their square footage size as well as whether they have fire sprinklers and fire alarms. Illustrate on the drawing a code compliant egress route along with their distances, exit width and the number people exiting at each point of exit.. Show the Fire Truck access from Stone into the property. 9. Food Truck/Trailer a. Submit the legal agreement between landlord and tenant. b. Submit the Health Department permit for the trailer. c. | 05/23/2025 | Site Zoning | REQUIRES RESUBMIT | FROM: PDSD Zoning Review Section PROJECT: TC-COM-0525-00895 640 N STONE AV. - C-3 Food Service (1st Review) TRANSMITTAL DATE: May 23, 2025 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This site is located in the C-3 zone (UDC 4.7.22). Food Service is a permitted use in the zone (UDC Table 4.8-4). 1. Based on aerial photos there are three (3) structures that appear on the site some time after 2022. Porch type structure on the front of the southernmost building, and addition in the corner near the southeast corner of the southernmost building and an addition about midway along the east property line. Zoning was not able to find approved permits for these structures. The expansions required a Development Package, UDC Article 3.3.3.G.2.c A site plan (Development Package) is required for the following types of development: Existing development undergoing a change of use, building structure additions, and/or a reconfiguration of an area outside a building. A development package (DP) meeting the requirements of Administrative Manual (AM) 2-06 must be submitted and approved prior to approval of this building plan. The Administrative Manual can be found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes-and-Plans/Zoning-Code#section-1. 2. Based on permits TC-COM-0225-00380 & TC-COM-1024-01929 the parking calculations does not appear to be correct.
