I can be reached at email mark.masek@tucsonaz.gov 1. The proposed Factory-Built Building (FBB) is regulated by both the Arizona Department of Housing (ADOH) and the City of Tucson (COT). ADOH is responsible for reviewing and approving the Factory-Built Building, the installation plans, the installation permit, and the installation inspection. The City of Tucson is responsible for reviewing the site development and issuing the building permit for placement of the FBB on the site. 2. Please submit the ADOH stamped approved building plans as a part of the next submittal. IBC 107.2.1 3. Please revise the submittal to include the following information for City of Tucson review in accordance with Section 107.1 of the 2024 IBC, Arizona Revised Statutes §32-125, and Board of Technical Registration Rules R4-30-304: 4. Submit plans sealed by an Arizona-registered design professional. 5. Provide a complete code analysis that identifies, at a minimum: A. Occupancy classification and use. B. Construction type. C. Total building area (square footage). D. Design occupant load. E. Whether an automatic sprinkler system is provided. F. Whether an automatic sprinkler system is required. 6. Provide list of the year and name of the adopted applicable codes from the adopting ordinance. IBC 107.2.1 7. Provide a complete, dimensioned site plan showing, at a minimum: IBC 107.2.6 A. Property lines and required setbacks. B. Location of the Factory-Built Building. C. Existing and proposed site improvements. D. Utility service locations and connections (water, sewer, electric, gas, etc.). E. Accessible route(s), parking, and accessible parking, where applicable. F. Exterior lighting and compliance with the City of Tucson Outdoor Lighting Code. G. Any other information necessary to demonstrate compliance with applicable codes. Please do not mark or highlight changes in the drawings at this stage — revision markups are only used after a permit has been issued. Submit your response letter and updated plan set as two separate files. Site Engineering Review Comments: 1. The proposed new car dealership facility constitutes a new site with associated required site development work, and therefore requires submission of a Development Package (DP) in accordance with UDC §7.4.3.E. Per UDC §3.3.3.G.2.c, A full DP submittal meeting the requirements for Commercial/Industrial sites is required, and must include at minimum: a site plan drawn to scale showing all proposed and existing improvements, property line and setback dimensions, vehicular use areas, and adjacent streets; a grading and drainage plan with supporting drainage report addressing on-site retention/detention and off-site discharge per City of Tucson Drainage Design Standards; a geotechnical (soils) report addressing soil suitability, bearing capacity, and any special foundation recommendations; a landscape and irrigation plan meeting Landscaping requirements; and utility plans showing water, sewer, and any required easements or extensions. a. Please coordinate through email to confirm any additional studies required based on site conditions & reviewer comments. Note that the Development Package is a separate permit submittal, and must be processed independently of, the building plans. 2. Site Engineering is unable to fully review and approve permit TC-COM-0426-00623 until the associated Development Package is reviewed and approved by all reviewers. |

Vehicle Rental and Sales is a permitted use in the C-2 zone subject to use-specific standards 4.9.9.G.1& .2. Vehicle Rental and Sales is not permitted in the R-2 zone. Comments: Please resubmit revised drawings along with a detailed response letter which states how all Zoning Review Section comments were addressed. 01. COMMENT: The proposed permit application is for a new commercial development. Per UDC Article 3.3.3.G.2.a, a development package (DP) is required for “all new non-residential development.” The DP must meet the requirements of Administrative Manual (AM) 2-06 and must be submitted and approved prior to approval of this building plan. The west portion of the parcel (approximately 15,400 sq ft) is zoned R-2. As stated above, Vehicle Rental and Sales is not permitted in the R-2 zone. On the DP/Site Plan, clearly indicate the zone boundaries. No part of business operations can take place on this portion of the lot.
