The submitted documents were incomplete and a thorough plan review could not be performed. Please be aware, new comments may arise with the next review. Should the above not followed, it may delay your approval. COMMENTS: 1. This building permit in its current form is responding to a code enforcement on a leaky roof. a. This to make legal the addition that was built without a permit. Taking the unpermitted patio addition into two bedrooms, in turn taking the adjacent two bedrooms into group meeting rooms. 2. From what I could deduce from the existing permit records and the code enforcement, you are in operation. 3. Historically, there were appliocation for a Certificate of Occupancy twice in the past, but both were withdrawn by the applicant. This means there is no current/active Certificate of Occupancy for this facility. 4. There is a permit T07CM03552 where work was performed and resulted with a completion and final inspection done with status as Final. 5. Comparing the permit drawing from above permit in item #4 and the current submitted drawings reveals numerous works done. Some of the work done without a permit includes the following” a. Laundry room relocated from the kitchen to near bedroom #5. b. Kitchen pantry enlarged. c. Wall removed between the formerly labeled dining room and community room combining them into now labeled as living room. d. Walls removed and new walls erected from the former staff office into a smaller staff room, larger entry and admin area, an office, storage and closet. e. The former parlor and guest bedroom turned into bedrooms 1 and 2 with an enlarged bathroom. f. Bedroom #7 has its bathroom enlarged and closet relocated. 6. The City of Tucson suggest converting this building permit in obtaining a Certificate of Occupancy and include all the previous unpermitted work on top item #1 above (addition of 2 additional bedrooms). 7. NOTE: DSD zoning letter dated 12/4/06 subject Nonconforming Status allowing 15 residents. a. This document indicates the nonconforming status will cause status to be lost by the expansion of the building or lot area. Please contact zoning at zone1.desk@tucsonaz.gov and inquire about this status. 8. Please submit a copy of the operator’s license from ADHS specifically for this facility at 535 E Drachman St. a. The city will use the use enumerated on the license for the Certificate of Occupancy document to be generated at the end of this process. 9. Please correct your drawings to include electrical, mechanical, plumbing (complete set of drawings to include the Arizona registrant’s seal/signature/date signed). Please also include all of the following information. 1. Please complete your Code Analysis to include the Proposed Use, Occupancy Classification, Construction Type, Occupant Load Calculation, etc. 2. Submit a complete Means of Egress Plan to include all the routes along with their distances and at each exit, enumerate the total distances, exit width required/exit width provided and the number of occupants exiting. 3. This is assuming that you are able to resolve the zoning issues with the Zoning Department. 4. Do the clients reside at the facility on a 24-hour basis? a. Include a statement as part of your code analysis as to how the facility handles any persons receiving custodial care who require limited verbal or physical assistance responding to an emergency situation to complete building evacuation and self preservation. Condition 1 facility, care recipients may be slower during evacuation but are capable of self-preservation. In a Condition 2 facility, care recipients may require limited assistance with evacuation during emergency situations. Specify Condition 1 or Condition 2 per IBC 310. 5. On the Site Plan show/indicate the Accessible route from drop off location to the accessible entry door complying to IBC 106 & ANSI A117. a. In an Emergency, show/locate the gathering area/dispersal area where it is safe from danger minimum 50 ft away from structure per IBC 310.5 and 1028.5. 6. Indicate the clear opening of the doors complying to ANSI A117 on your floor plan. 7. Indicate the clear width of hallways. 8. Show/locate the side & back grab bars at the Water Closet as well as at the Shower, make sure to indicate the installation of Structural Backer Board for these grab bars per IBC Chapter 11. An accessible restroom is required per ICC A117.1 9. Provide Emergency Escape & Rescue Openings per R310 at every bedroom/sleeping space. On the drawing adjacent to the opening(s), indicate the clear opening for both horizontally and vertically and provide the dimension from the finish floor to the bottom of the opening. Indicate if there are obstacles on either side of the opening. 10. Fire Sprinkler is required per IBC 420 and processed as a separate permit. Submit the drawings to Tucson Fire Department for review and approval. They will conduct fire inspection, the inspection approval document will be required as a deferred submittal before issuing the Certificate of Occupancy. A fire sprinkler system is required 11. A fire alarm is required [IBC 907], If they exist...indicate them on your drawing. If not...please show how this is addressed. 12. Illumination with emergency backup power is required in all components of the means of egress system [IBC 1008]. Please locate/identify/label those equipment including the Lighted Exit Sign(s), Emergency Light(s) w/ battery backup, Fire/Audible/Smoke Alarms if applicable, Fire Extinguisher on your plan (to be inspected by Tucson Fire Department). 13. Electrical work (conductors/wiring/breaker ONLY) related to the installation will be inspected by City of Tucson inspectors, show on your plans so that our inspectors will know what wiring/breaker to inspect and shall also be reviewed as part of this permit. 14. Any new work must be included as part of this building permit. 15. A Final inspection will be conducted by our inspectors prior to issuance of the Certificate of Occupancy. 16. An Operator's License is required with the State, the absence of this license shall void this building permit. 17. Please resubmit. COMMENT: As established by the Zoning Administrator letter dated December 4, 2006, this site considered nonconforming and any expansion of the facility could cause this status to be lost. The enclosure of a patio is an expansion of gross floor area.
