| 11/09/2023 | Signs | REQUIRES RESUBMIT | Per the Billboard Review Committee review, please address the following comments: Below are comments on the electrical repair second submittal for COT ID# 391 at 1346 North Stone Avenue (TC-COM-0423-01163) Sheet 1 of 2 No comments. Sheet 2 of 2 1. In 2nd paragraph of scope of work, specify the number, dimensions, and material type/grade of the proposed replacement underground conduit, service conductors, and associated parts from the point where sole electrical service to the billboard is to originate; further demonstrate how such replacement parts meet the like for like requirements of the Stipulation (In response to Comment #2 on the 1st submittal, the engineer’s response letter and revised plan sheet provide the requested description of replacement parts, but do not demonstrate the replacement parts to be “like for like” as to number, dimensions and material type; see Comment #2 below) 2. Add two respective plan views of the existing and proposed replacement electrical service runs, calling out the number, dimensions, and material type/grade of conduit, service conductors, and associated parts, and showing the overall lengths of the run segments; demonstrate that the replacement line meets the like materials and location requirements of the Stipulation (in response to Comment #5 on the 1st submittal, the engineer’s response letter and revised plan sheet provide the requested description of replacement parts, but do not demonstrate the replacement parts to be “like for like” as to number, dimensions and material type); it appears that the third boxed note along the right hand side of the plan sheet is intended to address this issue and for consideration on any future submittal the following would need to be provided: a. Provide a copy of the easement or other document showing an ongoing right for the electrical service wires and associated parts to traverse the length of APN 115-08-007E from the utility pole adjacent to 7th Avenue to the subject billboard parcel; b. Provide documentation that the contractor for the demolition permit (TC-DMO-1122-00006) was acting as an agent for the billboard owner in its demolition permit application (under Paragraph 13 of the Stipulation); documentation that the application specifies removal of billboard underground electrical service parts (in addition to other work); and a copy of the demolition permit; c. Provide documentation of the date that the electric service line for the billboard was disconnected; d. Provide documentation of the date that the electric meter was removed from the meter socker and its storage location; e. Specify the provision in TEP’s Electrical Services Requirements that does not allow underground electrical service lines to be located underneath a building and provide authority that private utility service requirements constitute a technical code; f. Provide permitting records or any other documentation that would substantiate the location and materials of the prior existing electrical service line installation; g. Provide the length of the prior existing run of the underground service line located under the footprint of the new apartment building being constructed; h. Address any compliance issues with approximately 350 feet run of the proposed underground service line run being located in the future MS&R right-of-way; and i. Provide a cross-section of the proposed underground service line trench, identifying depth, width, conduit, bedding, backfill, and typical distance from trench centerline to property line. 3. In Panel Schedule, revise load per lamp to account for ballast input (477 v-a per lamp as in recent and past submittals/approved plans), and adjust total v-a accordingly (the Engineer’s response Letter indicates that the plan sheet was revised in response to this this Comment #7 on the first submittal, but the plan sheet was only partially revised, as the revised figure is for only one lamp, not the two lamps on Circuit #1). 4. In Panel Schedule, revise timer clock control circuit v-a to more accurately reflect actual load (6 v-a has been used on other recent submittals), and adjust total v-a accordingly (the Engineer’s response Letter indicates that the plan sheet was revised in response to this this Comment #8 on the first submittal, but the plan sheet was not revised. 5. Add delta 1 above Tile Block with date of comments being responded to. |
