Please note the submittal was incomplete and the plan review was conducted using the information presented. The subsequent review could generate more comments after original comments have been addressed. 1. Please amend plans to update Code Analysis to include the following IBC 107.2.1 A. R-4 Occupancies - Indicate Condition 1 or, Condition 2 i. Condition 1. This occupancy condition shall include buildings in which all persons receiving custodial care, without any assistance, are capable of responding to an emergency situation to complete building evacuation. IBC 310.5.1 ii. Condition 2. This occupancy condition shall include buildings in which there are any persons receiving custodial care who require limited verbal or physical assistance while responding to an emergency situation to complete building evacuation. IBC 310.5.2 B. Fire Sprinklers Yes/No 3. Please amend plans to provide an Accessible route to connect and include all the areas used by residential care occupants. IBC 107.2.1 4. Please amend plans to show compliance with the following R-4 related items. A. Accessible units and Type B units shall be provided in Group R-4 occupancies in accordance with Sections 1107.6.4.1 and 1107.6.4.2. Bedrooms in Group R-4 facilities shall be counted as sleeping units for the purpose of determining the number of units. B. In Group R-4, Condition 1, at least one of the sleeping units shall be an Accessible unit. In Group R-4, Condition 2, at least two of the sleeping units shall be an Accessible unit. 1107.6.4.1 Accessible units. All common rooms are required to be fully accessible (see Section 1107.3). Section 1002 of ICC A117.1 provides the technical criteria for Accessible sleeping units. Accessible spaces shall include toilet and bathing rooms, kitchen, living and dining areas and any exterior spaces, including patios, terraces and balconies. 5. Please amend plans to show that accessibility code requirements are provided to the altered spaces. Where the existing path of travel elements, which entails a primary entrance, a primary path of travel, sanitary facilities serving the area, a drinking fountain, and signs. If these items are in full compliance with the current code, provide a statement indicating this on the cover sheet of the drawings. Otherwise, accessibility upgrades shall be required in accordance with IEBC.305.7. 1. A. If the cost of providing or upgrading the items above to be accessible is disproportionate to the cost of construction (exceeds 20% of the cost of construction not including accessibility upgrades), please provide information to verify construction costs. (i) Alterations made to provide an accessible path of travel to the altered area will be deemed disproportionate to the overall alteration when the cost exceeds 20% of the cost of the alteration to the primary function area. (ii) Costs that may be counted as expenditures required to provide an accessible path of travel may include: For example, costs associated with making restrooms accessible, such as installing grab bars, enlarging toilet stalls, insulating pipes, or installing accessible faucet controls.
