Please note the submittal was incomplete and the plan review was conducted using the information presented. The subsequent review could generate more comments after original comments have been addressed.
1. Sheet A1.1: Please amend the plans to update General Life Safety Notes to reference the 2009 ICC A117.1 in place of icc/ansi a117.1-2012 accessibility. IBC 107.2.1 Additionally, although note2 indicated egress illumination on the electrical plans. Emergency egress illumination was not found on the electrical plans for the front of the house/customer area. Please indicate where this is if the plan reviewer missed this. IBC 1008.3.
2. Sheet A1.1: Please label all the rooms and spaces on the egress plan showing the number of occupants for each space. Please amend plans to label each of the two required accessible means of egress. IBC 1009.1
3. Please amend plans to show doors/gates serving a space with ≥ 50 persons in A occupancies have panic hardware. IBC 1010.1.10 For example, main entry doors and patio gate.
4. Provide illumination for the means of egress, including the exit discharge per IBC 1008. Show compliance with the following:
C. The means of egress illumination shall be supplied by backup power (consisting of storage batteries, unit equipment, or an on-site generator) for a duration of not less than 90 minutes. IBC 1008.3
5. Doors serving a Group A occupancy with an occupant load of 50 or more shall be provided with panic hardware or fire exit hardware. Please update the plan and/or Door Schedule as applicable. IBC 1010.1.10
6. Address the following comments at accessible doors:
A. Specify door opening hardware to be operable with one hand and shall not require tight grasping, pinching, or twisting of the hand. 2009 ANSI 117 404.2.6
B. Specify door opening hardware height to be 34” to 44” above the finish floor or ground. 2009 ANSI 117 404.2.6
C. Specify door closing speed be adjusted so that from an open position of 90 degrees, the time required to move the door to an open position of 12 degrees shall be 5 seconds minimum. 2009 ANSI 117 404.2.7.1
D. Specify the Door/Gate surface within 10 inches of the finish floor to have a smooth surface on the push side, extending the full width of the door. 2009 ANSI 117 404.2.9
E. Specify door opening force for the following: 2009 ANSI 117 404.2.8
1. Interior hinged doors: 5-pound maximum
2. Required fire doors: 15-pound maximum
3. Exterior hinged doors: 5-pound maximum
7. Please amend plans to show the Cactus room is accessible and a part of the accessible route. IBC 1104. For example, Provide a ramp in compliance with IBC 1012. Handrails, edge protection, etc.
8. IEBC 305.7 requires that accessibility be provided to the altered spaces. Where the existing path of travel elements, which entails a primary entrance, a primary path of travel, sanitary facilities serving the area, a drinking fountain, and signs. Please provide accessibility upgrades shall be in accordance with IEBC.305.7.
1. If the cost of providing or upgrading the items above to be accessible is disproportionate to the cost of construction (exceeds 20% of the cost of construction not including accessibility upgrades), please provide information to verify construction costs. If this exemption is taken, accessibility upgrades equaling 20% of the cost of the project shall be made.

This site is zoned HC-1 (UDC Section 4.7.20). Commercial Service Use Group-Food Service, excluding Soup Kitchens is an allowed use in the zone (UDC Table 4.8-4), subject to Use-Specific Standards 4.9.4.M.1 & 5 and 4.9.13.O.


01. COMMENT: Revise the Reference Site Plan to accurately depict Unit 104 as it relates to the overall 800 E University Blvd building.

02. COMMENT: Clarify the notched area along Euclid Ave next to the existing walk-in freezer. It does not appear in the previous site plan from 2018.

03. COMMENT: This site is located within the West University HPZ and the Main Gate UOD. Zoning cannot approve this permit application until historic and special district review and approval.
