The submitted documents were incomplete and a thorough plan review could not be performed. Please be aware, new comments may arise with the next review. COMMENTS: 1. The following is your statement: Do you understand how exiting works relative to the occupant load? a. RESPONSE: We at the City of Tucson operate in an amicable manner. We do our very best to get applicants to the finish line. b. The answer to your question above is, as an Architect for 29 years prior to becoming plans examiner for Pima County and City of Tucson…. is ….I believe you know the answer to your question. c. NOTE: A simple answer to question #1 relative to exiting is to install a sign, “Employees Only” at the door to the Storage. This will instantly make IBC 1016.2 irrelevant. You don’t want a customer accidently enter through that door. 2. As previously explained to you as well as shown on other Circle K projects, all counters, including transaction counter(s), are 34” in in height from FF. Notes were added to sheet A3 and sheet ADA to address your concerns on counter height. All counters, and the path travel to the restroom are accessibility compliant. Per ICC/ANSI A117.1, the interior of the Circle K Store Store is compliant with the approach to the building entry, the internal travel clearances and restroom access. The access. The restroom itself is accessible as well. a. RESPONSE: We Thank You for adding the additional information. We at the City base our review as to what is on the submitted drawings, not on other projects you previously submitted. The set of documents are to stand on their own. Of course, it is entirely possible that we may have missed a dimension such as 34” during the half hour that we spent reviewing your submittal. b. The City of Tucson adopted the 2009 ICC ANSI A117.1. Please add the 2009 on sheet A-3. 3. The accessibility design standard codes are very clear about this comment: Per the 2010 ADA Design Guidelines: 603.2.2 Overlap. Overlap. Required clear floor spaces, clearance at fixtures, and turning space shall be permitted to overlap. RESPONSE: You are 100% correct. Floor clearance for water closet and lavatory can also overlap. However, what we are pointing your attention to is ANSI figure 604.3 where it requires “Other fixtures not allowed within the clear area” for the water closet. In this case your lavatory is infringing into the 60” W x 56” D clear space. Please remedy this issue. (May we suggest include this as part of the 20% of the cost of the alterations in providing Accessibility as called for in IEBC 305.7) 4. The construction type for this building is Type V, non-sprinklered. We have added "Sprinklers: No, Not Req'd" on the index to address your comments. There is no need for any further “code analysis” on our part. Read the prevailing prevailing edition of the International Building Code (IBC) so you may see what the allowable floor area is for this building type and construction type. We are compliant. There is also no need for an an allowable area increase for the floor area, which would be the reason to ADD FIRE SPRINKLERS, or additional handicap parking, under the correct circumstances. a. RESPONSE: Thank You for adding the additional information. We have learned in the past that sometimes existing structures may have existing fire sprinklers. Case in point, previously a permit was processed with a Certificate of Occupancy indicating no sprinklers. The following week, the owner called and informed the City that she has sprinklers in her building. As a result we had to go back into her permit and re-do everything in order to generate a new Certificate of Occupancy indicating a sprinkler system is present. The lesson we learned is, it is better to ask so that we do not do a task twice on an existing building. Further, a complete code analysis is a standard item that the City require on such submittals. 5. Please resubmit. |
