03/28/2024 | Signs | REQUIRES RESUBMIT | RE: digital wall sign- building permit structural review For: Starr Pass Resort AT: 3645 W Starr Pass Building permit: TC-COM-0324-00428 Reviewer: Heather Thrall (Heather.Thrall@tucsonaz.gov) email me w/ questions Date: 3/27/24 Codes: Unified Development Code (UDC, 7A, Sign Standards), National Electrical Code (NEC), Tucson - Pima County Outdoor Lighting Code (OLC), International Building Code (IBC) 1) UDC: A) While the sign reviewer has no objections this construction, it should be clarified a digital sign has not been submitted for zoning / signage review and additional information should be provided prior to approval of a building permit for the construction of a sign mounting support system. B) A zoning and signage presubmittal meeting should be held first. Please upload plans into TDC as a “pre-application conference” and include the following clarifications, please: C) Demonstrate how a digital sign is compliant with PAD-9 criteria, specifically to Section 1.5 of the Development Regulations for the Starr Pass resort site. (See page 14 of the PAD-9 document, found here: https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/starr_pass_resort_pad.pdf ) D) notation on plans indicates “video board”. Please note that criteria within the Per UDC 7A.6.4.C. maximum rate of change for a digital sign is 1 x per minute, and without animations. E) Display location conflicts on the building plan set, and clear elevations also should be provided that show all roofline locations and a fully dimensioned sign panel (i.e. 26.5 feet x 8.1 feet). 2) NEC / OLC / FCC –for digital signs, the manufacturer, the unit and their functional specifications are required to demonstrate OLC compliance, and further detailed review would be forthcoming for standard electrical specifications as well (i.e. volts, amps, circuits, disconnects, etc.): A) Per OLC 501.C, max light color temperature for internally illuminated signs is 4400k. B) A timer must be provided at the power panel and shall shut off all signs at midnight curfew. C) digital signs shall dim to 200 Nits from sunset to curfew. Clarify method to accomplish (i.e. photocell and timer?) D) a manufacturer statement of compliance with FCC regulations is required to ensure the unit does not interfere with small cellular wireless communications. 3) IBC: A) provide detailed mounting from sign panel to wall support structure B) engineered mounting from sign to support would be required, as would a licensed electrician and or sign contractor for this proposal. 4) After the above items have been clarified and presubmittal session held, a sign permit package would then be submitted for review. This building permit package would be subject to approval in tandem with a code compliant sign permit package. |
