There is evidence that this was once operated as a tropical fish retail store. b. As such this is a change of use into a Massage & Spa. Therefore, a new certificate of occupancy is required. 2. The previous comments were not complied to. Please allow me to copy and paste them below. NOTE: The applicant (Jinjing Tang) is responsible in providing all the necessary required drawings/documents as listed below. a. NOTE: Per the International Building Code (IBC) 2024 section 105.1, Any applicant (Jingjing Tang) who is the agent who is intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed, shall first make application to the building official and obtain the required permit. b. IBC 104.2.2.2 Preparer qualifications. The building official is authorized to require design submittals to be prepared by, and bear the stamp of registered design professionals. c. IBC 107.1 Submittal documents consisting of construction documents and other data shall be submitted with each permit application. The construction documents shall be prepared by a registered design professional where required by the statutes of the jurisdiction in which the project is to be constructed. Where special conditions exist, the building official is authorized to require additional construction documents to be prepared by a registered design professional. d. IBC 107.2.1 Information on construction documents. Construction documents shall be dimensioned and drawn on suitable material. Electronic media documents are permitted to be submitted where approved by the building official. Construction documents shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of this code and relevant laws, ordinances, rules and regulations, as determined by the building official. e. Below then are the previous comments. Please respond to them. i. 1. This project was submitted as a Commercial project, and the construction documents are required to be designed and sealed by an Arizona licensed professional. In accordance with SECTION 107 of the 2024 IBC and the PDSD Building Plan Requirements. A complete set of fully dimensioned plans demonstrating the full scope of work shall be provided. All plans must be sealed and signed by an Architect or Engineer registered in the State of Arizona. Note. The term ‘building plans’ may refer to structural, electrical, plumbing, or any other trade regulated by the associated suite of codes adopted by the City of Tucson. 2. Please amend plans to note or otherwise indicate compliance with Sec.7-137 #1. A readable sign shall be permanently attached and posted at the main entrance identifying the establishment as a massage establishment. The bathroom must be within the confines of the establishment. One (1) dressing room (may be the same as the massage treatment room), one (1) toilet and one (1) wash basin shall be provided by every massage establishment with one (1) to three (3) treatment rooms. Another toilet and wash basin must be provided when there are four (4) or more treatment rooms in an establishment. A minimum of one (1) shower or tub shall be provided for any establishment offering any hydrotherapy services such as whirlpool baths, saunas, steam baths, herbal wraps, etc. Each dressing room/treatment room shall contain a locker, lock box or cabinet for each patron to be served which shall be capable of being locked. https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az/0-0-0-5098 5. There are no records of this space being converted into a ‘Massage Spa’ and thus the applicant shall provide updated building plans to show this conversion. 3. IBC 105.1. It is the responsibility of the applicant to provide documents necessary to show code compliance and answer questions. 4. IBC 105.3. Permit applications are required to include, from the applicant, sufficient documentation and building plans to show code compliance. 5. IBC 107. Construction documents need to be complete and clear enough to show all work being done or sufficient information to show that the existing conditions are in compliance with appropriate codes and regulations. 6.
