This is defined in IBC 202; Clinic, outpatient where buildings or portions thereof used to provide medical care on less than a 24-hour basis to persons who are not rendered incapable of self-preservation by the services provided.
❖ Outpatient clinics generally consist of doctors’ offices where various medical services can be provided. These clinics typically function during normal business hours (i.e., less than 24 hours) and, unlike ambulatory care facilities, the patients are generally ambulatory and capable of self-preservation. This definition clarifies the difference between ambulatory surgery centers (ambulatory care facilities) and the typical doctor’s office. In many cities, outpatient clinics are open at all hours to be available to people who work a variety of shifts. The term “urgent care” is often used to describe such facilities. An outpatient facility that is open 24/7 may still be classified as a Group B occupancy, provided that all patients are outpatients and individual patients are not treated for periods in excess of 24 hours. The latter would describe a Group I-2 hospital (see the commentaries to Sections 407 and 422).
6.Sheet A1: Please amend plans to show the number of occupants, the load factor and area of every room and space. IBC 107.2.3, IBC 1004.5 For example, Lobby room 101 is an assembly area and should have an occupant load factor and an occupant load higher than the clinic areas. Additionally, a furniture plan could also be used to help establish an occupant load for the lobby.
7.Sheet A1: Please update the code reference used in the partition details 3,4/A1 from IBC 1607.14 Crane Loads to 1607.15 Interior Walls and Partitions. Additionally, please provide the ESR number for the metal studs. IBC 107.2.1

9.IEBC 305.7 requires that accessibility be provided to the altered spaces. Where the existing path of travel elements, which entails a primary entrance, a primary path of travel, sanitary facilities serving the area, a drinking fountain, and signs. If these items are in full compliance with the current code, provide a statement indicating this on the cover sheet of the drawings. Otherwise, accessibility upgrades shall be required in accordance with IEBC.305.7.

If the cost of providing or upgrading the items above to be accessible is disproportionate to the cost of construction (exceeds 20% of the cost of construction not including accessibility upgrades), please provide information to verify construction costs. If this exemption is taken, accessibility upgrades equaling 20% of the cost of the project shall be made.
