Should the above not followed, it may delay your approval. COMMENTS: 1. Submit separate building permit applications, one for each of the following: a. Existing Carport at Front b. Existing Carport at Rear c. Existing Office d. Existing Garage with Owner’s Private Suite. (NOTE: Openings from a private garage directly into a room used as Private Suites shall not be permitted. R302.5.1) 2. Only the structure mainly used for the Behavioral Health Facility will be kept into this building permit. All other structures will be marked as not part of this review. 3. The following item were not responded to, please include this into your code analysis. a. Include a statement as part of your code analysis as to how the facility handles any persons receiving custodial care who require limited verbal or physical assistance responding to an emergency situation to complete building evacuation and self preservation. b. Please specify whether it is Condition 1 or Condition 2 per IBC 310.5 4. HOUSE FLOOR PLAN Sheet A5.1 Bath 1 a. Please show the show/locate/label the side & back grab bars at the Water Closet as well as at the Shower, make sure to indicate the installation of Structural Backer Board for these grab bars per IBC Chapter 11. b. Thank You for locating the smoke alarm, fire extinguisher, etc. Please also locate/label the Lighted Exit Signs, Emergency Lights with backup battery power for the entire structure. 5. Speedway Bl. – R-1 Behavioral Health Residential for 10 Residents (3rd Review) TRANSMITTAL: March 19, 2025 This comment was not addressed. Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This site is located in R-1 zone (UDC 4.7.8), Behavioral Health Services is an allowed use in the zone (UDC Table 4.8-2), subject to Use Specific Standards 4.9.7.J. 2.a, 3.a, 4. As you were not able to provide approved permit documents for the “EXIST. GARAGE” (carport enclosed to garage with private suite, “EXIST. CARPORT” in the front yard and rear yard or the “EXIST. OFFICE” the following comments need to be addressed. 1. Provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example, to include but not limited to: a. The lot coverage calculation is not correct. Per UDC Article 6.4.3.C.1.a Roofed areas, porches, open on at least one side are not included in the calculation. Also the hardscape is not included. b. Show all utility lines on the plot plan. c. Provide perimeter yard setback dimensions from all structures to the applicable property lines. For carport type structures these setbacks are measured from the post supporting the structure, UDC Article 6.4.5.B.2. d. Provide the owner’s name on the plot plan. e. Provide the legal description “GREEN HILLS LOT 34” on the plot plan. 2. Per UDC Article 6.6.3.C Detached accessory buildings, including accessory dwelling units, are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line, except for shade structures or carports not over 400 square feet in floor area, terraces and steps not over three feet high above the natural grade paved areas, and fences or walls. A Board of Adjustment for Variance must be submitted and approved to allow the detached accessory structure in the front yard. An option to remove the variance requirement would be to attach the carport to the main dwelling with a roofed structure, minimum 5’ wide that can support a 20 lb. live load. 3. The minimum front street perimeter yard setback is 20’-0”, UDC Article 6.4.5.C.1.a. The minimum interior perimeter yard setback is 6’-0” or 2/3 (H) height of the exterior wall as measured from design grade to the highest point of the wall, greater of the two, UDC Table 6.3-2.A & Article 6.4.5.B.1 & Figure 6.4.5-A. As no perimeter yard setback dimensions were provided, Zone cannot determine if the setbacks are met but it appears that the majority of the required setbacks are not met. Depending on how comment 2 is addressed will determine how the front street perimeter yard setback will be dealt with. If you elect to keep the front carport as a detached accessory structure, and apply for a variance the reduced front street perimeter yard setback can be process in the variance. If you elect to attached the carport to the main dwelling then a Design Development Option (DDO) will need to be submitted and approved to reduce the front street perimeter yard setback. For any of the detached accessory structures located in the rear yard the reduced perimeter yard setbacks can be approved via a neighbor’s setback waiver, UDC Article 6.6.2.D. If you are not able to secure the setback waiver a Design Development Option (DDO) will need to be submitted and approved to reduce the setbacks.
