Comments
1. Today at noontime, I visited the site. I am extremely concerned that the documents being submitted for permits by CCO's engineer are not accurate regarding existing conditions. The drawing sheet 2 of 2 has a copy of the Police Report which notes that the Meter, Panel, and wiring were vandalized /stolen. The only item that was stolen is the Meter. The still-padlocked Panel is existing, and shows no indication of ever being pried open or damaged in any way. In addition, the conductors once connected to the Meter were cut in order to get the meter out, but the wires were not taken. The Meter and Panel are allowed to be replaced, but only like for like.
2. The Meter proposed to replace the stolen one is a 200 amp meter. The electric load from four light fixtures do not, and would not, require a 200 amp service. Please provide a 100 amp Meter unless CCO can prove that the stolen meter was indeed 200 amps.
3. The Panel proposed to replace the existing panel is 60 amp, and I have no objection to that replacement.
4. The existing Panel was padlocked, so I couldn't verify how the installation might be grounded. There is an existing conduit that runs vertically down the monopole and "sweeps" into the ground below. But if the "existing" grounding system is indeed (2) 8' rods and copper wiring, there is no reason (that I am aware of) that the existing system would need to be dug up and replaced. I am concerned that this may be an attempt to make any existing grounding system more robust than what is currently in place.
5. I will take this opportunity to note that the north face of this billboard is completely obscured by the tall warehouse building located perhaps 5' to the north of the billboard catwalk. There is no advertising copy on that face. I would suggest that the power to the two fixtures on the north side of the billboard be shut off at the panel.
