The Building Official will make the final determination. Based on a cursory review, modern brick manufacturing facilities of this size typically employ approximately 85–105 workers per shift. Accordingly, the proposed operational occupant load of 100 persons appears reasonable. The proposed restroom facilities would accommodate up to 400 occupants. Two approaches may be considered: • Reduce the approved F-2 occupant load to the requested 100 persons, thereby reducing the required plumbing fixtures accordingly. • Maintain the calculated F-2 occupant load of 1,270 to ensure the building's means of egress is evaluated for the maximum code occupant load, while granting an appeal to reduce the required plumbing fixtures based on the proposed operational occupancy. If the applicant provides sufficient evidence demonstrating that the facility will be operationally limited to 100 occupants, approval of the reduced occupant load may be appropriate. This determination is within the Building Official's discretion, provided it is consistent with the adopted codes and the building otherwise complies with all applicable code requirements. |
