1. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

2. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to provide shade on asphalt. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

3. At street landscape border is required on E Irvington Rd, UDC 7.6.4.C-2/Table 7.6.4-1, as well as on S 3rd Ave. See UDC 7.6.4.C-2a, c-e for design standards.

4. An NPPO is required per UDC 7.7.3-B. The NPPO is intended to encourage preservation in place of healthy native plants through sensitive site design that minimizes the disruption of areas within the site containing plants while allowing for salvage and transplantation of plants on the site that are likely to survive. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval.

5. A Commercial Rainwater Harvesting Plan is required through the Technical Standards Manual (TSM) Section 4.1.3.0 and Section 5-01.0.0 Landscaping and Screening. A Commercial Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. The Rainwater Harvesting Plan shall consist of two elements: a Site Water Budget and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements requires coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate how water harvesting will meet 50% of annual landscape water demand, as required by the ordinance. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package. Building permits may be submitted concurrently with the development package; however, the development package must be approved prior to approval of the associated building permits.
2. Development must also comply with the Administrative Manual Section 2-07 – Block Plat.
3. Clarify the use of the proposed building. The use may either correspond with General Manufacturing or Commercial Storage as defined in the Unified Development Code. General Manufacturing is a permitted use in the I-1 zone, subject to use-specific standards 4.9.5.C.2, .6, .7, and .8, and 4.9.13.Q. Commercial Storage is also a permitted use in the I-1 zone, subject to use-specific standards 4.9.10.A and 4.9.13.Q.
4. A cross access agreement is required between the two parcels for this proposal.
5. Dimensional standards such as building height, lot coverage, and setbacks appear to be satisfied.
6. Short-term bicycle parking is not required for a General Manufacturing use nor a Commercial Storage use.
7. If the use is General Manufacturing, long-term bicycle parking is required at 1 space per 15,000 sq. ft. gfa with a minimum requirement of 2 spaces. If the use is Commercial Storage, long-term bicycle parking is required at 1 space per 5,000 sq. ft. gfa with a minimum requirement of 2 spaces.
8. Ensure a continuous pedestrian circulation path connecting all public access areas of the development and the pedestrian circulation path located in any adjacent streets is shown on the site plan.
9. Ensure compliance with Technical Standards Manual Section 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet.
10. Ensure access standards found in Section 7.8 of the UDC and Sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met.
11. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.
