This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
COMMENTS:
1) Adequate shade shall be provided for sidewalks and pedestrian pathways, using shade structures or vegetation per UDC 5.12.16 TABLE 5.12-STS-3 #5 states.
2) One canopy tree is required every 33 linear feet in the landscape border. UDC 7.6.4C-1.a
3) Street landscape borders are required for Ash AV, 9th Av, and Speedway Blvd. Street landscape borders must be a minimum of 10’ wide as measured from the the future right-of-way (MS&R) or existing right-of-way. UDC 7.6.4.2.a
4) Street landscape borders must be covered with an appropriate inorganic ground cover, such as decomposed granite. Organic mulch can be used as an acceptable alternative. UDC 7.6.4.2.d
5) 50% or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. UDC 7.6.4.e
6) Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.
2. A portion of this site is in the Infill Incentive District (IID), if the IID is going to be utilized contact Maria Gayosso for more information at maria.gayosso@tucsonaz.gov.
3. The parcels that make up the site will either need to be combined or a Covenant Regarding the Use of Real Property must be provided (https://www.tucsonaz.gov/files/pdsd/Covenant_Regarding_Development_and_Use_of_Real_Property_UDC.pdf). The properties on either side of Ash Av. will need to stay separate and will need their own DPs.
4. This site has split R-2 and C-3 zoning, the maximum allowed density for each of these zones will be applied to portions of this project that are in each of these respective zones. The higher density C-3 zone standards do not apply to the square footage of the R-2 zone. The density calculation used on this proposal was the C-3 standard only, the 113 units will exceed the maximum allowed density.
5. W Speedway Bl. is a Major Street and Route, all street side setbacks (including Ash Av.) will be required to comply with developing area setbacks found in UDC 6.4.5.C.2. You may want to reach out to real-estate to see if you can acquire Ash Av., I recommend reaching out to Jonh Cahill at john.cahill@tucsonaz.gov or by phone at 520 837-6768.
6. Setbacks can be reduced through the IID, Design Development Option (DDO), or Board of Adjustments variance.
7. Temporary Revokable Easement through DTM will be required for the pedestrian connection across Ash Av.
8. As the plan notes, all street parking spaces will need to be approved through the Individual Parking Plan (IPP) process. For more information on the IPP contact Mark Castro at Mark.Castro@tucsonaz.gov.
9. The maximum height in the R-2 zone is 25’.
10. The maximum height in the C-3 zone is 75’

1. Any existing curb, sidewalk, driveway aprons, or curb access ramps that are non-compliant will be reconstructed to meet current standards.
2. New driveway apron on Speedway Blvd per P.A.G. standard 206.
3. New concrete curb on Ash Ave for the entire length of the property frontage. Per P.A.G. standard 209.
4. New Type 1 curb access ramp on the SE corner of 9th Ave and Speedway Blvd. Per P.A.G. standard 207.
5. New 5’ wide concrete sidewalk along 9th Ave for the entire length of the property frontage. Per P.A.G. standard 200.

4. Section BI05.3 of Appendix B to the 2018 International Fire Code states, “For buildings equipped with an approved automatic sprinkler system, the water supply shaII be capable of providing the greater of.
a. The automatic sprinkler system demand, including hose stream allowance.
b. The required fire flow.”
5.
