10/04/2024 | Historic | REQUIRES RESUBMIT | Based on staff review of the resubmitted construction plan set against the settlement conditions within Ordinance No. 12120, the following conditions must be addressed and satisfied prior to approval of T22CM06756. Please ensure all outstanding conditions are addressed only in the construction plan set or, when applicable, the supplemental drainage and preservation plans. Condition 5: The applicant shall submit a preservation drainage plan to protect the existing adobe ruins by preventing erosion and provide a note on the plans showing how the ruins will be protected during construction by directing drainage away from the ruins and showing construction fencing without major ground penetration. This plan and the corresponding note will be reviewed by City staff for compliance. Comment: Submit a supplemental drainage plan demonstrating how the existing adobe ruins will be protected from erosion. A note should also be placed on the construction plan set showing the drainage being directed away from the ruins during construction of the dwelling. Please note the supplemental drainage plan will be reviewed by City Engineering staff. Condition 6: The plans will provide additional information on the steps in the design regarding the long-term preservation and protection of the ruins. This additional information will be reviewed by City staff for compliance and approval, which approval if issued and accepted by applicant shall be final. Comment: Submit a supplemental preservation plan demonstrating the long-term preservation and protection of the ruins. City staff recommends consulting a professional with knowledge and experience with adobe preservation to satisfy this condition. Condition 7: An elevation installation detail for the long-term fencing for the ruins, noting materials, is provided on the plans. Comment: Provide a detail within the construction plan set of the proposed permanent fencing surrounding the ruins. Ensure the detail notes the materials of the long-term fencing. Condition 9: The location of the property line and adobe perimeter wall shall be accurately depicted on the revised site plan. Comment: Draw the location of the adobe perimeter wall on the site plan, even though this wall is not located within the development. Condition 14: The applicant shall remove or relocate old chain link construction fencing that is in the Fort Lowell right-of-way. Comment: While the comment response letter indicates the old chain link construction fencing has already been removed, show its former location on the site plan and provide a note stating this fencing has been removed. Condition 15: The applicant shall show existing equestrian trail easement on the site plan. Comment: The site plan shows a 30-foot-wide ingress/egress and utility easement but does not specifically reference an equestrian easement. Modify the notation relating to the 30-foot-wide easement if this easement also serves as an equestrian easement. Condition 20: Foundation surfaces shall match building stucco, flush stucco to grade. Comment: Include notations on both the site plan and elevation drawings that the foundation surfaces will match the building stucco and be flush stucco to grade. Condition 21: Lot will not be covered with DG. Comment: Add a note on the site plan stating that the lot will not be covered or surfaced with decomposed granite. Condition 22: Drainage must be designed so it will not impact ruins or adjacent properties down slope to the east and north. Comment: The supplemental drainage plan must show the drainage will not impact the existing adobe ruins or adjacent properties to the east and north. Please note the supplemental drainage plan will be reviewed by City Engineering staff. Condition 23: Double hung or casement windows, bronze, aluminum clad are acceptable, if they mimic wood windows. If aluminum, set to the inside face of the wall. Comment: Provide a window schedule within the construction plan set demonstrating compliance with the above window specifications. Condition 24: Color of the stucco shall be similar to the color of the adobe ruins, as reasonably practical, same color as the ruins or darker. Comment: Include a photo of the existing adobe ruins within the construction plan set, and provide a color detail demonstrating that the stucco on the new construction will match or be darker than the ruins. Condition 25: Permanent three-foot corral fence shall be erected around the west, south, and east perimeter ruins. Comment: Notate the location of the permanent three-foot corral fence on the site plan.
