PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance with details and fastener sizes.

Provide a single set of plans in a .PDF file.

Sample drawings are shown as an example: https://www.tucsonaz.gov/pdsd/residential-permits

SITE PLAN:

1. Indicate the location and size of buildings, utility meters and lines supporting the alterations, R106.1.1. Show if the gas meter or gas piping requires relocation.

FLOOR PLANS:

1 A carport must be open on at least two sides, R309.2. A vehicle space enclosed on more than two sides is considered a Garage requiring appropriate fire spread control features.
2 Show the wall composition between the dwelling and carport for fire rating determination (any windows require enclosing). The exterior dwelling wall requires 1/2” sheet rock applied over a T1-11 type wall sheathing if the wall is not a masonry product, R302.6.
3 Show the door from a garage to dwelling with a 20-minute fire rating (or 1-3/8” solid core) with self-closing and self-latching provision, R302.5.1.
4 Identify the room with a door entering into the dwelling. An opening from a garage directly into a sleeping room is not permitted, R302.5.1.

SECTIONS - DETAILS:

1 Show a cross-section detail of the proposed exterior wall, R106.1.1. Show 3/8” structural or ½” non-structural wall sheathing of the proposed exterior wall, R106.1.1.
2 Provide a Garage wall detail showing a 6” minimum separation of exterior siding or sheathing above finished grade, R317.1 item 5. Also, show a pressure treated sill plate with ½” x 10” @ 6’ O.C. anchor bolts with 7” embedment into a 12” x 12” continuous foundation with #4 bear reinforcement. Show any weep screed with a minimum clearance 4” above grade or 2” above paved areas, R703.7.2.1. This may require a design with concrete stems.
3 Show roof (uplift resistance) fasteners (H2.5) with appropriate uplift capacity, R802.11 amended.

ELECTRICAL PLANS:

1. Garage Branch Circuit: a separate (dedicated) GFCI 20-amp branch circuit required for receptacles in an attached garage and detached garages with service, E3703.5. If existing show the location and label (E).
2. Garage Receptacle Location: an outlet is required at each vehicle bay not more than 5.5 feet above the floor, E3901.9.

FROM: PDSD Zoning Review Section

PROJECT: T22CM03332
2549 N San Carlos Pl
Convert carport into garage (4th Review)

TRANSMITTAL DATE: October 21, 2022

COMMENT: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in the zone (Table 4.8-2), subject to use-specific standards 4.9.7.B.5-.9.

1. This comment was not addressed. Provide a plot plan that meets the minimum requirements found at this link here: https://www.tucsonaz.gov/files/pdsd/forms/Residential_Plot_Plan_Requirements.pdf. The requirements are listed and numbered on page 2 of the above link.
a. The property shape shall match what is shown on the Assessor’s Record Map.
b. Provide the property dimensions on the plot plan.
c. Provide a street perimeter yard setback dimension from the proposed walls to the north property line along Flower St.
d. Provide a dimension from the centerline of Flower St to the north property line.
e. The plan is not drawn to an engineering scale, i.e. 1” = 10’, 1” =20’.

2. The proposed enclosure of the carport promotes a safety issue when a vehicle is backing out into the street. The proposed enclosure as shown on the plan will require a Board of Adjustment for Variance. If you change the proposed access to the garage to a side entry, i.e. access from east or west, a Design Development Option (DDO) is required.

Board of Adjustment application/requirements can be found at: https://www.tucsonaz.gov/files/pdsd/codes/Zoning_Administration_Application_BA_fillable.pdf. The Board of Adjustment is a separate submittal from this building plan and is submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. Contact of the Board of Adjustment is Mark Castro at Mark.Castro@tucsonaz.gov.

A Design Development Option (DDO) must be submitted and approved to reduce the required setback,
DDO application and requirements can be found at: https://www.tucsonaz.gov/files/pdsd/forms/DDO_for_Setback_and_Height_UDC_8.11.20.pdf. A DDO is a separate submittal from the building plan and shall be submitted at: https://www.tucsonaz.gov/pdsd-filedrop, using the Submission Type “Zoning Administration”. If you have questions about the DDO application or process please contact Mark Castro at Mark.Castro@tucsonaz.gov.
