Until the following reviews are approved Zoning cannot approve this plan. This site is located in the NR-1 zone (UDC 5.10.3). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 – 9. 1. This comment was not addressed. Prior to zoning approval an NPZ review and approval is required. Owner is proposing to rebuild existing shade structure and add a storage container. The property fronts Waverly Street. As a residential plot plan was not provided it is not clear what the proposed setbacks to either structure is. COMMENTS: the following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1). The required perimeter yard setbacks for the NR-1 zone interior property lines is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). Perimeter yard setbacks are based on a measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. 2. Based on a height of 8’-0” the required perimeter yard setback from the proposed shade structure to the east property line is 6’-0”. The Property Research Online for this case shows the Design Review as N/A. Do you still need a Design Professional determination from Fe? Fe and I found this email and reviewed the attached revised plan set. There was an earlier email where Maria Gayossa stated that the house is a "contributing" structure, but the shade structure is "non-contributing". In reviewing the Site Aerial Photos, it is clear that the new shade structure is "not visible" from the street due to the large trees, metal panel fencing and parked vehicles located between the East property line and the East façade of the house that block any view of the new shade structure located in the backyard (Also, see the photo looking South towards Waverly on Page 14 of the plan set) To further confirm that the new shade structure is "not visible", I drove by the property and took the attached photo looking North down the East property line where the new shade structure is located in the backyard. As you can see, any view of the new shade structure from the street is clearly blocked. Since this project is not visible from a street, in accordance with Step 1 of Chapter 1: Pre-Submittal Guidelines of the Jefferson Park NPZ Design Manual, this project does not meet all of the criteria that would require this project to comply with the Design Manual requirements. Therefore, this project does not require a full NPZ review, but it must still be submitted to PDSD for Site and Building Permit approvals.
