Engineer’s response Letter (August 30, 2022)

1. In response to Comment #1 on Sheet 2 of 2, the Engineer’s Response Letter states that TEP discovered meter damage on December 6, 2021, but no supporting documentation is provided; please provide written documentation that the meter was removed on that date, including notices, letters, reports, or other documents from TEP that confirm removal of the meter and installation of the security tie.

2. In response to Comment #1 on Sheet 2 of 2, the Engineer’s Response Letter states that the last date that the meter was known to be operational was December 1, 2021, but no supporting documentation is provided; please provide written documentation that shows the meter having been operational as of December 1, 2021; further support that may be considered in this regard includes documentation of the installation of the new “smart” meter that occurred plant wide in about early 2021 and TEP utility statements covering the meter read dates of October 1, 2021, November 1, 2021, December 2, 2021, and January 5, 2921.

3. The February 23, 2022 police report indicates that persons unknown set fire to the meter base; the legacy meter base, however, shows no signs of charring or other fire damage and the climbing vine that attaches to the meter and extends up to the weatherhead shows no signs of ill effect as of May 2022 either (prior to the monsoon season); please clarify the basis for concluding that fire damage to the meter occurred.
