The previous electrical comment concerning suitability for the Meter Enclosure to be used as a feeder junction box is still not addressed: "Verify that the existing Meter/CT enclosure is listed or suitable for the use as a feeder or conductor junction enclosure and meets the requirements of NEC art 110.3, 314.28, 314.0” Ref; Response letter. In this comment, the Plan reviewer was not questioning the DELTA changes on the Line Diagram by the EE of record. The comment concerns the Meter Enclosure meeting the requirements of NEC 110.3, and 314.28, and was not verified as requested. It is unclear exactly what type of enclosure this is per NEMA standards. Giving the contractor the option to “INSTALL NEW WP FRONT SCREW COVER OR PULLBOX’ does not provide evidence on the plans that the requirements of the NEC are met. The 2017 NEC requires electrical service equipment to be Listed, NEC 230.66. NEC 110.3 requires Listed electrical equipment to be installed and utilized according to the Manufacturers Listing Instructions. Equipment used as Metering Enclosures sometimes contain Metering stabs and Neutral bussing that is permanently installed to the enclosure. Removing or leaving these parts leaves pieces of metal and sometimes sharp objects that are abrasive to conductors. Utilizing a Listed Electrical Meter Enclosure for a Junction or Termination Box may also be in violation of NEC 110.3 and would not be Suitable for the use and may be Hazardous to Personal or Property. Hence the comment. Please verify that the Electrical Meter Enclosure is Suitable to be used as a Feeder Junction or Termination Enclosure per the Manufacturers Listing, or provide a Junction box designed for the purpose.
