* Imagery Labels -> World_Transportation
* Addressing -> Addresses
* Historic Preservation -> Historic Properties
* Parcels

* Basemap (On by default, toggle off)

A screenshot with the above will show the property, parcel boundaries, addresses and streets, and contributing/non-contributing structures in a way that will satisfy the Development Zone Map requirements.
