CHECKLIST FOR MINOR DEVELOPMENT CHANGES TO EXISTING COMMERCIAL/INDUSTRIAL SITES

Purpose
This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for minor changes to existing commercial sites to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The minor revisions to existing commercial sites are prepared in support of applications for building permits and related reviews.

The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property. This standard does not waive any applicable city regulations or codes.

Applicability
This standard shall be used for minor changes to existing commercial sites such as but not limited to; expansions less than 25% in square footage of land area, floor area, lot coverage, or vehicular use area, modification to accessible vehicle parking, parking area restripe, etc. Applicability to be determined by Zoning and/or Engineering review staff via email or at PDSD review counter.

APPLICATION SUBMITTAL REQUIREMENTS

Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided.
FORMAT REQUIREMENTS

1.COMMENT: Each sheet shall measure 24 inches by 36 inches and include a minimum one inch margin on left side and one-half inch margin on all other sides to facilitate efficient record keeping. A larger sheet format may be used with the approval of the Planning and Development Services Department (PDSD).

CONTENT REQUIREMENTS

2. COMMENT: Provide a brief legal description to the title block on each sheet.

3. COMMENT: Correct the Development Package number in the lower right-hand corner to DP22-0262 and include the Special Exception Procedure case number that originally permitted the use to the lower right-hand corner – SE-07-01.


GENERAL NOTES
The following general notes are required. Additional notes specific to each plan are required where applicable.

4. COMMENT: Include the Conditions from the Special Exception Procedure from case number SE-07-01 on the plan set. Reference D07-0025 for the conditions. The plans can be accessed at https://pro.tucsonaz.gov/activity_search/

5.COMMENT: Include a general note stating the use is General Merchandise Sales, Large Retail Establishment subject to use specific standard 4.9.9.D.

6.COMMENT: Provide the floor area for each building when demonstrating the required and provided parking for the shopping center.

EXISTING SITE CONDITIONS:

7. COMMENT: Provide site boundary information, including bearing in degrees, minutes, and seconds, together with distances in feet, to hundredths of a foot, or other functional reference system. Reference D07-0025 for this information.

INFORMATION OF PROPOSED DEVELOPMENT:
The following information on the proposed project shall be shown on the drawing or added as notes.

8. COMMENT: As a note, provide the number of parking spaces required per D07-0025/SE-07-01 and the total number of parking spaces provided in the shopping center.

Please clarify if the proposed restriping is changing the number of parking spaces in the development site. If the total number of parking spaces is changing, provide the number of parking permitted from D07-0025/SE-07-01 (622 parking spaces) and the total number of provided parking spaces for the entire site with the proposed changes.

The Special Exception Procedure, SE-07-01, allowed the original development package to reduce the total number of required parking spaces to a minimum of 622 parking spaces and reducing the number of parking spaces would reclassify the parking area as nonconforming. Per UDC 9.3.4 Nonconforming Parking Areas, nonconforming parking areas may be reconstructed, repaved, restriped, or improved with landscapes, additional buffers, lighting or similar modifications, including the redesign of the parking area layout so long as the modifications do not increase the intensity of the nonconforming use of the parking lot.
