However, looking at Tucson’s GIS Map the contours indicate flow from the east slightly northeast and there is a mapped constructed watercourse running through the site with a TSMS node of 358 cfs also on the site. Revise as necessary and explain with supporting evidence the reports claim to no offsite flow. 2. The drainage report on page 5 claims the site is 100% D soils and in Appendix B uses D soils for the CN number and Runoff Coeficient. However, on page 21 and 22 the soil map is indicating type B soils. Revise a needed. 3. Provide complete discussion, calculations, tables, and exhibits to establish accomplishment of first flush requirements. Include an exhibit comparable to Figure 2.1 in the Retention/Detention Manual that shows undisturbed area, disturbed area, impervious surfaces, non-contributing basins with landscape, stormwater harvesting basins including first flush, watershed #, stormwater harvesting basin #, and flow direction. Also include both tables 2.2 and 2.3 in the same section of the Retention/Detention Manual to demonstrate required/achieve retention volumes. 4. The 3 water harvesting basins in the landscaped area on the site are non-contributing and can’t be used in the first flush calculation for achieved required volume. 5. Clearly delineate the sub watershed areas on the water harvesting plan and explain how the water harvesting demand is met with no onsite flow directed to any of the water harvesting basins. | 06/12/2023 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Right Space Tuttle Addition Development Package (3rd Review) DP22-0233 TRANSMITTAL DATE: June 12, 2023 DUE DATE: July 7, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 11, 2023. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 1. COMMENT: 2-06.4.7.A.4 – The use is still not clear. You call out the use as “COMMERCIAL STORAGE” and the under “SELF STROAGE LEGEND” you are calling out “SELF STORAGE”. Based on the definition of COMMERCIAL STORAGE - The keeping of trade or personal goods by business and industrial establishments. Typical uses include cold storage plants, warehouses, data storage facilities, and utility storage yards, and the definition of PERSONAL STORAGE” - The renting or leasing of space for storage of personal effects. Typical uses include multiple unit storage facilities or miniwarehouses. This site does not meet the definition of COMMERCIAL STORAGE. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2. Until the land split is approved and recorded Zoning cannot approve this plan. Provide the land split case number adjacent to the title block on all sheets. COMMENT: 2-06.4.8.A – It does not appear that north/south property line is correct. Based on aerial photos it appears that from building located on parcel 107-06-062K to the north property line of parcel 107-06-062L is over 200’. If some type of land split/reconfiguration is proposed the process will need to be completed prior to approval of this DP. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 3. Once the land split is completer this parcel number will change. Provide the updated parcel number. COMMENT: 2-06.4.9.B – The parcel number listed under General Note 2 is not correct. 4. Zoning acknowledges that a land split is in process. COMMENT: 2-06.4.9.E – Sheet 2 under “PROPERTY NOTE” you state that a lot reconfiguration is in process. This lot reconfiguration shall be processed through PDSD. Until approved by PDSD Zoning cannot approve the DP. 5. COMMENT: 2-06.4.9.H.5 - Per UDC Table 7.4.6-2 the minimum width for a one-way access lane in a storage use is 20’-0”, clearly demonstrate that this requirement is met for the one-way access lanes. Provide a access width dimension from the two storage units just west of the trash enclosure to the storage units to the south. As there is not exit from this access land to the east it is required to be two-way and a minimum 30’ wide, see UDC Table 7.4.6-2.
