12/27/2022 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Emerge – Multi-Family Development Package (2nd Review) DP22-0145 TRANSMITTAL DATE: December 27, 2022 DUE DATE: December 07, 2022 COMMENTS: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 29, 2023. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 1. This comment was not addressed. Provide the Use Specific Standard, 4.9.7.B.6, within note 9. COMMENT: 2-06.4.7.A.4 – Review UDC TABLE 4.8-2: PERMITTED USES - URBAN RESIDENTIAL ZONES, R-3 Zone and provide the Use Specific Standards that apply to a multi-family use in the R-3 Zone within General Site Note 9. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2. This comment was not fully addressed. Provide the radius of the back-up spur, see UDC Artilce 7.4.6.F.4.b. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate that the requirements of UDC Article 7.4.6.F.4 are met at the south end of the eastern parking area. 3. This comment was not addressed, show the required 1’-0” setback from the structure to the PAAL. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate that the requirements of UDC Article 7.4.6.F.2.a.(1) are met for all covered parking structures shown on the plan. 4. This comment was not fully addressed. There are no heights provided for the proposed parking shade structures, therefore setback requirements cannot be verified. Also, as you are going to use the neighbor’s setback waiver as stated on the example this signoff must be on the site plan, signed by the adjacent neighbor. It does not appear that a setback waiver is needed from the property owner to the east. COMMENT: 2-06.4.9.O – Provide perimeter yard setback dimensions from all buildings to the applicable property line to include the street property line.
