As such, do not interpret the provided comments as finalized complete review comments. They are simply to address outstanding issues caught at this stage of submission. 1. Erosion Hazard Setback (EHS) Analysis — Old Julian Wash -Provide an Erosion Hazard Setback (EHS) analysis in the drainage report for the wash adjacent to the north property boundary, in accordance with Chapter VII of the City of Tucson Standards Manual for Drainage Design and Floodplain Management, including the applicable setback criteria. Depict all resulting regulated setback boundaries on the applicable plan sheets with sufficient surveyable dimensions or coordinates to establish their locations. 2. Watercourse Amenities, Safety, and Habitat (W.A.S.H.) Ordinance — Old Julian Wash - The project is adjacent to a W.A.S.H.-designated watercourse and must demonstrate compliance with Tucson Code, Chapter 29, Article VIII, as applicable to the proposed development. Address the following: a. Study Area Delineation: Delineate and label the W.A.S.H. Study Area on the site plan and grading plan. Per Tucson Code § 29-15(a), the Study Area includes the channel, banks, and land extending 50 feet outward from the banks. b. Resource Area Justification and Mitigation: If development or alteration is proposed within the Resource Area, revise the drainage report to demonstrate why the Resource Area cannot remain in its natural condition. Submit a mitigation plan for review and approval in accordance with Tucson Code §§ 29-16 and 29-17. The plan must address the proposed wash treatment and include a preservation/revegetation plan demonstrating that impacts to existing vegetation and wildlife habitat are minimized and that disturbed vegetation and habitat are restored or recreated. Revegetation must provide vegetation of equal or greater density, diversity, and volume than existed before disturbance. c. Hydrology/Hydraulics Analysis: If alterations within the Study Area are proposed, revise the drainage report to address each applicable element of the hydrology/hydraulics study required by Tucson Code § 29-15(b)(1), including the 100-year floodplain, soil conditions and erosion potential, drainage easements, facility ownership and maintenance, prior studies, groundwater recharge potential, sediment transport, utilities, and other site-specific watercourse characteristics. d. Plant and Habitat Inventory: Provide an inventory of existing vegetation and wildlife habitat within the Study Area and submit it for review in accordance with Tucson Code § 29-15(b)(2)–(3). |
