Fire New Construction REQUIRES RESUBMIT Closest proposed fire hydrant located 900+ feet away from new concession structure by way of fire dept access. Per our conversation in online meeting, fire apparatus is able to reach within 150 feet of far side of concession structure and new fire hydrant to be within 600 feet of that fire apparatus placement near structure (by way of fire department apparatus access.}
*In resubmittal, please relocate new fire hydrant to within 600 feet of point where fire truck can reach to within 150 feet of far side of new concession structure by way of a fire truck route from fire hydrant to that structure, or change fire department truck access to west radial of ball diamond facility to meet this requirement.
For questions and/or discussion on this, please reach out to me.

New Services/JOC REQUIRES RESUBMIT Tucson Water cannot approve the proposed development until the following items are clarified:

On Sheet C5.4, Construction Notes 61 and 62 indicate “size per plan”; however, the corresponding water meter and reduced-pressure backflow assembly callouts show “X” in place of the sizes. Please specify the proposed sizes.

On Sheets C5.3 and C5.4, clearly identify the existing potable water mains serving the proposed connections, including pipe size, material, Tucson Water plan reference, and public/private ownership.

On Sheet I.100, identify the existing reclaimed water meter supplying the proposed irrigation extension, including its location, size, and meter number. Clearly identify the existing 4-inch reclaimed irrigation main at the proposed connection on Sheet I.103.

Please revise and resubmit for Tucson Water review.

Site Engineering Comments:
1. On sheet C1.0 Zoning and Land Use Notes: Modify note 13 to indicate the updated code 2024 IBC and A117.1 – 2017.
2. On site plans sheets C3.1, 3.3, and 3.4 add notation to show location of the planned pedestrian ramps (as seen on sheets LM 101-104).
3. On page C3.4 at the south crosswalk please indicate if this is a ramp and how it will tie in with the existing curb. This section of curb should also be noted on demo sheet C2.4.
4. On page LM101 – To prevent vehicular access add 2 bollards at the transition between the 10’ aisle and the sidewalk (15’ between wheel stops). Bollard separation must be a minimum of 48” apart and maximum of 60”.
5. Sheet LM104 Notation 1-07 shows a ribbon curb between the bullpen and adjacent viewing area with a “soft transition” notation. Is the ribbon curb separating the infield mix and decomposed granite intentionally in this location? Should it be at all similar locations or should it just be a soft transition without the ribbon curb?

Outdoor Theater Lighting Review

1. The addition of the unshielded stage lighting must be approved through an appeal to the building official. The outdoor lighting code does not address this lighting condition and thus a code analysis and justification must be provided, by the EOR, to the building official for review and approval through an appeal. (See also TC-BCA-0726-00121 as an example of Outdoor Theater Lighting Appeal.)
2. In addition to other shielding and louvers being used, all Outdoor Theatrical Lights shall be shielded on the topside, as much as practical, to prevent additional up-lighting from shining above the top of the performance area.
3. An Outdoor Lighting Special Inspections Intermediate Certificate must be submitted and reviewed prior to issuance of this permit. https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/special_inspection_certificate_odl.pdf

>>> In addition to the provided ‘Proposed Resolution’, applicants could use 2012 OLC Chapter 6 as a guide and propose similar language that addresses the same issues as covered in Chapter 6 of the 2012 OLC.
(OLC 601.1): Lighting not directly related to the theater.
(OLC 601.2 ): OLC 601.2 for shielding and light angles may not translate directly to stage lighting at an outdoor theater, but it may be necessary to propose limits to up-light, angles of lights, and color temperature, in order to show this exemption meets the intent of the Outdoor Lighting Code.
(OLC 6013): Similar language and restrictions for ‘Event Schedule’, ‘Allowable operation and turn-on controls’ and possible ‘Automatic Controls’

OUTDOOR Lighting Review (All outdoor lighting NOT used for special use, such as Recreation Lighting and Outdoor Theater Lighting. )

1. The replacement, relocation and installation of new lighting fixtures requires compliance with the City of Tucson Outdoor Lighting Code.
2. The reflected ceiling plan on A2.0, and the lighting plan on E2.0 appear to show different lighting fixtures.
3. The string lighting on sheet E2.0, used on the outdoor patio are typically unshielded. Show, by providing the manufacture’s specification sheets, that these lights are full-cutoff and under a canopy, or meet all the requirements below, and provide lumen calculations for the entire site.
4. Provide an outdoor lighting plan that meets the requirements of OLC 104.2. Show/locate the different outdoor light sources on your lighting plan, both new and existing. Number the light fixtures on your lighting fixture table and use the same number on your site plan.
5. List the Lighting Area per OLC (typically E3) chapter 3 and used in Table 401.1. Specify the compliance option from Table 401.1 that is being used. Total outdoor light output shall not exceed the lumen limits listed in Table 401.1.
6. Show compliance with City of Tucson Outdoor Lighting Code with an approved lighting calculation in accordance with OLC 104.2.1, 401.2. Include all exterior fixtures on the property in the calculations. List shielded and unshielded lights in the calculation.
7. Show unshielded fixtures with a maximum of 3,000 lumens, OLC 401.4.
8. Show lamps with a maximum of 3500K color temperature, OLC 402.1.
9. Provide the manufacturer’s specification sheets for the outdoor lighting fixtures. Include the lumen and color temperature values for each outdoor fixture type.
10. Indicate whether or not a special inspection is required per sec. 104.2.2, and 106.2.

https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/special_inspection_certificate_odl.pdf

11. Specify any exceptions used.

12. Provide Curfew lighting controls If applicable Per section 403.

TW New Development Review REVIEW COMPLETED Tucson Water has no objection to the proposed development, subject to the following plan revisions and clarifications.

Hydraulic modeling included one new fire hydrant supplied by an 8-inch line and one new 2-inch irrigation meter. Under the modeled peak day and peak day plus fire flow conditions, no velocities exceeded 11 ft/s and no pressures fell below 20 psi throughout the modeled system.

Revise the proposed 6-inch fire hydrant supply line on Sheet C5.3 to 8 inches to accommodate the required fire flow of 1,500 gpm for two hours identified on Sheet C1.0.
