The development site occupies parcel numbers 117-17-0590 and 117-17-0600, covers approximately 3.6 ± acres, and is zoned as Historic Office 3 Zone (HO-3). The nearest major roadway intersection is East 12th Street and South 6th Avenue, approximately 50 feet to the northwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal. Approval will include a general note to add to the plans provided by DTM and a letter stating their agreement to the work being completed within the ROW. 4. The Hardscape Keynotes within the landscape plan set should be referencing the landscape details, please add the detail and sheet number in the keynotes for clarity and simpler coordination between sheets for review and for the contractor. 5. Possibly add a general note to #14 existing 16” potable water line: "consult with Tucson Water Planning and Engineering prior to any removal of existing trees within 10’ of the water line, and that no tree shall be planted within 10’ of the water line." 6. If there are any landscape areas that are intended to be depressed, please label the areas on the landscape plan sheets and refer to the civil plans for grades and detailing. 7. Existing irrigation within the dog park area appears to be incomplete or not head-to-head coverage. Will more turf irrigation coverage be added to the final plans? Additionally, provide a general note on the cover sheet stating the case number, date of approval, and if applicable, any conditions of approval. 5. The civil sheets reference the demolition and construction of a new fence at the southeast corner of the site. Clarify whether this work is a duplicate of the fence approved through TD-DEV-0823-00341 and TC-COM-0523-01229. 6. Demonstrate that lot coverage does not exceed 70% (UDC Table 6.3-3.B). See UDC 6.4.3 for specifics relating to lot coverage. 7. Provide the height and square footage of the proposed canopy on the civil sheets. 8. If any development standards are unobtainable, a City Manager’s Office (CMO) waiver may be used to waive one or more of these standards. 9. Great care will need to be taken when working in the area of the 16” concrete cylinder water transmission main constructed in 1949 hat crosses Armory Park from north to south in a relatively shallow trench. Please consult with Mr. Jesus Suarez, the Water Administrator of Tucson Water’s Operational Reliability & Condition Assessment Division regarding what special precautions, if any, must be taken when working near this old transmission main. Mr. Suarez may be contacted by sending an email to Jesus.Suarez@tucsonaz.gov. 2. Gates that open a minimum of 15’ wide will be required in the fences around and within the dog park, so that Tucson Waters maintenance vehicles can access all portions of this old transmission main, in the event of a line break. 3. Water mains installed on property owned by the City of Tucson, such as parks, well sites, and property leased to the Tucson Airport Authority, require a Utility Service Agreement. The execution of this agreement is similar to that of a new easement being recorded by separate instrument and sequence number. The Parks and Recreation Department will need to prepare an acceptable legal description and location exhibit for the Utility Service Agreement before the Development Package can be approved. TW Planning and Engineering Review | REVIEW COMPLETED | Regarding the 16" Main that runs through the middle of the park. Tucson Water requests to be notified and consulted before removal of any trees that are within 10' of the 16" line in case the removal of the trees compromises the line due to potential root growth. Tucson Water requires that no new trees be planted within 10' of the water line. As-Builts for this waterline indicate it is very old (1949) and how relatively low cover (~3' - ~4' cover) at the time it was installed. Potholing highly recommended to locate and get depths when any excavations take place in the area. Noted that fencing gates are located directly over the line - if a middle post with concrete footing is needed it appears to be directly over water line. If less than 3' construction cover please inform Tucson Water. Bear in mind that the pipe will require maintenance, future repairs, and possibly even full replacement (and possibly in-place replacement). This could have significant impacts on planned infrastructure. Please clearly differentiate on plan Tucson Water vs Parks water infrastructure. |
